2022: Mishustin approved a strategy for the development of the construction industry and housing and communal services until 2030

At the end of October 2022, Prime Minister Mikhail Mishustin signed a decree approving the strategy for the development of the construction industry and housing and communal services until 2030.

According to the press service of the Cabinet, the Strategy document determines that in Russia by the end of 2030 the total ten-year volume of housing commissioning should be at least 1 billion square meters. m. At the same time, the deadlines for the implementation of projects should be significantly reduced without reducing the requirements for the quality and safety of built houses.

It is possible to achieve the solution of these problems, including through the development of preferential mortgage programs - they, as now, should be aimed at supporting families with children and other social groups, for example, young specialists. In addition, mortgages for the construction of individual residential buildings should be widely used in the country - such loans should be issued at least 500 thousand by 2030. In general, by this time, various mortgage loans should become available to 60% of Russian families.

Another vector of work to achieve the set goals is the optimization and electronic translation of most administrative procedures. Such work involves reducing unnecessary requirements and approvals. As a result, the terms of the investment and construction cycle by 2030 should be reduced by 30% compared to 2019, and the number of documents, information and approvals provided should be halved.

In the field of housing and communal services, special attention is paid to the development of infrastructure in the strategy. Thus, by 2030, the share of the population provided with high-quality drinking water from centralized sources should increase from 86.5% (by November 2022) to 99%. This result can be achieved through the construction of new water supply networks in rural areas.[1]
