In November 2022, it became known that Roskomnadzor was creating a system to control the compliance of telecom operators with the requirements of the regulator. It is planned to spend 1.2 billion rubles on the implementation of the project in two years.
In total, 37.7 billion rubles were allocated for the activities of the department in 2023-2024. in the program "Information Society," and until 2025 - 73 billion rubles, Vedomosti writes with reference to the draft budget.
It is assumed that the traffic route monitoring system will allow you to control the transmission of data between all operators and communication providers and track those who do not comply with the requirements of the department. Its development will be carried out by the Center for Monitoring and Management of the Public Communications Network (CMU SSOP), created within the framework of the law "On Sovereign Runet ."
How exactly the monitoring system will work is not disclosed in the resolution. It should become a "digital twin" of transmission channels, exchange points and data flows, explains Ivan Begtin, director of ANO Infoculture.
A monitoring system is needed to understand how "traffic travels between networks" and prevent DDoS and BGP attacks, said Karen Ghazaryan, general director of the Institute for Internet Research. In his opinion, such a system for monitoring traffic routes by a set of functions will resemble the Internet registrar RIPE (responsible for the distribution of IP addresses around the world) and other network organizations.
An independent IT specialist told the newspaper that after the SSOP CMU system is put into operation, operators and providers who are not connected to Roskomnadzor systems will be forced to stop working, as they will not be able to exchange data or transfer it from their subscribers to subscribers of other operators and providers.[1]
