2022: Implementation of information security services
The Ministry of Digital Development of the Kamchatka Territory has introduced a single set of information security services for Rostelecom-Solar, which announced this on November 8, 2022. The decision includes 13 services and protects 35 executive authorities and subordinate institutions in the region. The full launch of the project was implemented in just 1 month.
Rostelecom-Solar implements the functions of the external Security Operations Center (SOC) in the project: monitoring and response to incidents, advanced protection of network infrastructure, e-mail and end nodes, protection of the perimeter and key online resources of the government of the Kamchatka Territory, interaction with the Main Center of State system of detection, prevention and elimination of consequences of computer attacks, management of cyber skills of employees, etc. Thus, as part of the monitoring over the past quarter, about 500 information security incidents were identified in the state systems of the Kamchatka Territory.
Attackers pursue the goal of destabilizing the situation in the country through indicative hacks and violation of the availability of social electronic services. At the same time, regional executive bodies are in the focus of attention of both highly qualified groups and single hacktivists. According to the Solar JSOC Cyber Attack Center, since February 2022, the number of cyber attacks on authorities has grown by 12%.
Previously, no one outsourced information security at the government level to an entire entity, this is the first such experience in Russia. At the same time, comprehensive security is the most important component of the region's digital transformation program aimed at maintaining the sustainability of infrastructure and the availability of digital services for citizens. The service model gave us the opportunity to effectively solve several issues at once: get a high level of protection by experts from the largest SOC and a transparent information security management system, compensate for the shortage of specialized personnel, reduce the total costs of cybersecurity and make them planned, - commented the Minister of Digital Development of the Kamchatka Territory Nikolai Vladimirovich Kiselev. |
Our approach is to provide the customer not with a number of technologies, but with a working business function, including both processes and the necessary expertise. We have extensive experience in this area, but the project, which will be implemented in the Kamchatka Territory, differs in its scale. Within the framework of a single paradigm, comprehensive protection of an entire region from cyber threats of any level will be ensured. I believe that our joint project can become the standard for ensuring the cybersecurity of authorities in other regions, - commented Igor Lyapunov, vice president of PJSC Rostelecom for information security, general director of Rostelecom-Solar. |
