How the digital transformation of the Krasnoyarsk Territory is carried out. Results of the year

In 2023, the authorities of the Krasnoyarsk Territory, within the framework of the national project "Digital Economy of the Russian Federation" and the regional program "Development of the Information Society," provided 111 villages and villages with cellular services and mobile Internet access. The number of new base stations built in the region within one year turned out to be a record. This is stated in a report published on April 9, 2024.

In the communication segment in 2023, in one of the Arctic settlements of the region - in the village of Khatanga - he implemented a project to expand the satellite channel: its throughput increased four times. It is planned to improve satellite communications in a number of Arctic villages.

In 2023, the development of a video surveillance system continued in the Krasnoyarsk Territory. In particular, a segment of the integrated automated platform "Safe City" has been deployed in Minusinsk: 110 video surveillance cameras are connected, which, among other things, support the recognition of state registration plates of cars and biometric data. In Krasnoyarsk, an additional 21 schools are connected to the video surveillance system: a total of 619 cameras are mounted in them, including internal and external ones.

It is noted that in 2023 the authorities of the Krasnoyarsk Territory continued to provide financial support to IT companies implementing socially significant projects in the field of information technology and communications. 20 million rubles have been allocated for these purposes. Projects of Krasnoyarsk developers belong to the fields of sports, transport, the Internet of Things, medicine. In particular, thanks to grant support in the Krasnoyarsk Territory, a smart simulator has been developed for the rehabilitation of patients after a stroke, which, as stated, has no analogues in Russia as of April 2024.

In 2023, residents of the Krasnoyarsk Territory applied for public services more than 596 thousand times. At the same time, in 263 thousand cases, the service was provided in electronic form.[1]

The government of the Krasnoyarsk Territory allocated 2 billion rubles for the development of IT in 2024

In 2024, almost 2 billion rubles will be allocated for the development of digital technologies in the Krasnoyarsk Territory. This was announced on September 26, 2023 by the Ministry of Digital Development of the Krasnoyarsk Territory. The total amount of funding planned for the implementation of the state program from 2024 to 2026 exceeds 4 billion rubles.

The allocated funds are planned to be spent on the development of communication infrastructure in the regions of the region. In addition, it is planned to introduce regional information systems, implement digital transformation projects, develop the Safe City program, and develop the 112 emergency call system.

Krasnoyarsk Territory will receive almost 2 billion rubles for the development of digital technologies

One of the innovations will be measures to improve the quality of satellite communications in the settlements of the Arctic zone. A pilot project of this kind has already been implemented in the village of Khatanga. 42 million rubles will be allocated to improve the quality of communication.

The development of communication infrastructure will continue in remote and sparsely populated villages and villages that are not yet provided with mobile Internet. 110 million rubles will be allocated for these purposes next year.

In addition, a separate data center will be created in Krasnoyarsk, on which regional and state information systems will be located. All equipment for the data center will be domestic.

Also next year, the next competition of grants for IT companies for the implementation of projects in the field of IT and communications will be held. The winners will receive 20 million rubles each.

In the next three years, 600 million rubles are provided for the implementation of projects for the digital transformation of industries - 200 million rubles annually. The projects are aimed at introducing digital technologies into the work of state bodies and their subordinate institutions.[2]

The Ministry of Digital Development of the Krasnoyarsk Territory summed up the results of a grant competition for the implementation of projects in the field of information technology and communications. Four Krasnoyarsk IT companies were included in the list of recipients of the grant from the regional budget. The press service of the department announced this on August 24, 2023. Projects of winning IT companies:

  • the development of Sports Technologies LLC is aimed at finalizing the software for competitions and training (grant size - 4.03 million rubles);
  • Sismatix LLC has prepared a project to develop a platform for monitoring the efficiency of the route and paying for travel, due to which it will be possible to increase the culture of calculation in public transport (10 million rubles);
  • Radio Engineering Systems LLC plans, among other things, to finalize the complex for monitoring production equipment at the expense of the regional grant. The service will allow organizing a system for collecting data on the technical condition of equipment at the enterprise, reducing the time for bypassing and checking a large number of equipment and much more (4.8 million rubles);
  • The project of Siberian Integration Systems LLC is aimed at modernizing the company's digital platform to provide better analytics (1.17 million rubles).

The plans are to hold the competition on an ongoing basis in order to continue to help colleagues in the implementation of their initiatives. After all, in this way we provide support not only to the IT industry itself, but also to other industries that will subsequently be able to implement their socially significant projects using digital technologies in our territory, - said the Minister of Digital Development of the Krasnoyarsk Territory Nikolai Raspopin.

In the region, a competition for the implementation of projects in the field of information technology and communications has been held since 2022 within the framework of the regional program "Development of the Information Society" and is aimed at strengthening the technological sovereignty of the country and the region, which is a key indicator of the regional project "Digital Technologies" of the national project "Digital Economy of the Russian Federation."[3]

Results of the digital transformation of the region

At the end of January 2023, the Minister of Digital Development of the Krasnoyarsk Territory Nikolai Raspopin summed up the results of the digital transformation of the region in 2022. According to him, the IT industry faced sanctions pressure and logistical difficulties, which, in particular, were helped by federal support measures.

According to Raspopin, in 2022, at the expense of the budget of the Krasnoyarsk Territory, 25 small and hard-to-reach settlements were provided with cellular services and mobile Internet, and 17 more villages and villages were provided for the federal budget. Another large-scale project concerns the expansion of the satellite communication channel in the settlements of the Arctic zone. The village of Khatanga was chosen as a test site.

Video surveillance system in one of the lyceums of the city of Krasnoyarsk

Within the framework of the regional project "Information Infrastructure" of the national project "Digital Economy," 86 educational organizations of Krasnoyarsk and adjacent areas installed Wi-Fi access points in school offices and a video surveillance system at entrance groups. Also, 600 cameras were installed in schools in 15 schools in the regional capital.

In 2022, the Safe City system began broadcasting video streams from video surveillance cameras of the intercom network (there are about 1,700 video cameras), more than 900 video cameras were connected installed on the territory of public spaces - in squares and parks, along the main highways, on the territory of educational institutions, at public transport stops.

In 2022, the Krasnoyarsk Territory joined Gosweb. Schools and local governments were the first to transfer their sites to the platform of the same name. By January 2023, the platform has already created 687 school sites and 383 city and district administration sites.

Also, the head of the Krasnoyarsk Ministry of Digital Development said that in 2022 the region completed the process of import substitution of equipment and software for protecting information placed in the regional data center.

Krasnoyarsk Territory allocated money to support the local IT industry

In November 2022, the Ministry of Digital Development of the Krasnoyarsk Territory announced that four local IT companies will receive grants for the implementation of their projects, such results of the competition for the implementation of projects in the field of information technology and communications. By decision of the expert commission, which, in addition to the ministry, included representatives of other authorities and their subordinate institutions, IT companies will receive from 3 to 9 million rubles for the implementation of their projects. In total, 20 million rubles were allocated for grants for developers of the region in 2022.

Grants will be allocated to create a single information portal and mobile application for people with disabilities, monitoring systems for parking spaces based on computer vision, software for fandomates, which will allow residents of the region to receive various bonuses and discounts when handing over aluminum and plastic containers, as well as a software and hardware complex for post-stroke rehabilitation of large motor skills with a monitoring and decision support system based on artificial intelligence. In total, 11 projects were admitted to the competition.

Earlier, the Krasnoyarsk Territory and the Russian Fund for the Development of Information Technologies (RFRIT) signed a cooperation agreement within the framework of the Krasnoyarsk Economic Forum.

By November 2022, the regional Ministry of Digital Development of the Region also considers a number of measures to support the ICT industry: halving the cost of renting land and real estate objects under state ownership for mobile operators, the possibility of reducing the tax rate for companies applying a simplified taxation system, changing settlement mechanisms with contractors, and forming a state order.[5]
