What is surprising, before FMS treated lack of such important component calmly as reserve DPC. The data processing center is the main link in the system of production of passport and visa documents of new generation, and created it by request of FMS the Russian system integrator "Technoserv". It also services DPC. In 2009 the integrator received about 360 million rubles of the budget for the services in technical support. This year the amount increased up to 423.5 million rubles. Nevertheless, failures in a segment for which the FMS is responsible happen to frightening frequency. And specialists of Voskhod eliminate them in an emergency order, as a rule.

After August accident and creation of the interdepartmental reserve center performed with an initiative of accumulation of capacities of DPCs the Ministry of Telecom and Mass Communications though this idea had to proceed from FMS which timely did not consider all possible regular and emergency situations. Especially, the heat which put conditioners out of action appeared suddenly not suddenly. However Mikhail Tyurkin accused of all sins Voskhod and the Ministry of Telecom and Mass Communications. It is more than that, the FMS insists that states of emergency on Voskhod turned into a system, and it is connected, first of all, with updating of the management of scientific research institute which carried out the Ministry of Communications several months ago. Voskhod recognizes existence of some problems after change of the director, but assure that they will be solved in the nearest future.

Meanwhile, the FMS and Technoserv closely cooperate for a long time, and this company became one of the main contractors of migration service. For example, in April, 2009 the integrator started the system of a video conferencing in FMS. And at the beginning of this year the company won tender of FMS for upgrade of the State information system of migration registration. And only Technoserv which automatically became the winner at his starting price — 65 million rubles was allowed to participation in the tender.

June of the 2010th brought to integrator from the budget 34.65 more million rubles and the right of the conclusion of the government contract to creation of a system of providing state services in electronic form on the basis of the website of the Central database of accounting of foreign citizens of FMS (TsBD UIG). It is curious that on an auction five requests, including from "The Moscow department of the Penza research electrotechnical institute" and Sistematika company which asked for work according to 29.9 million rubles and 30 million rubles were submitted. But won against Technoserv though the company estimated the services much more expensively than competitors. And six months before integrator received from FMS 127.8 million rubles on supply of equipment and work within the same TSBD UIG.

It is curious that two years ago the Federal Antimonopoly Service of the Russian Federation became interested in "friendship" of FMS with Technoserv. The FMS then announced competition on creation of the second queue of a system of passport and visa documents of new generation. Contract amount was over 1.8 billion rubles and exceeded more than twice the cost of construction of the first stage of a system. Technoserv and Lanit IT holding which safely lost participated in the tender. After a while it became known that the FMS made tender conditions specially under Technoserv. Despite intervention of FAS and uncountable instructions about elimination of violations of the law at order placement, the integrator all the same received the billion state order from FMS.

The company and personally is not alien to the deputy chief of FMS Mikhail Tyurkin who is a member of the commission of the prime minister Vladimir Putin on informatization. Experts negatively estimate results of activity of the official extremely, just as participants of the market of IT — opaque tenders. Which, by the way, everything in any way the Accounts Chamber cannot award with the attention. There can be a solution that Tyurkin is married to Sergey Stepashin's daughter?

Before arrival to FMS the son-in-law of the chief auditor of the country managed to work in the Ministry of Internal Affairs where headed hockey club of the ministry before its merge to HK "Dynamo". Now Tyurkin is the president of the joint HK "Dynamo". Relationship with Stepashin — the inveterate fan of Dynamo — played a role in "sports" career of the deputy chief of FMS. As well as the fact that all these years Technoserv was one of the largest sponsors of club.

The ability to find good sponsors and profitable partners tells nothing about professional qualities of government employees. And they often leave much to be desired. In 2009 Dmitry Medvedev criticized the website of FMS for which creation the service also spent considerable funds of taxpayers. The president, having cited as an example the Federal Tax Service, told that "in some departments very good websites, it is convenient to use, good information, and some ugly, it is impossible to understand anything, soft-boiled boots — like that is the website of Federal Migration Service". Department repeatedly changed then the Internet person, but it becomes more difficult to save a good mine at a bad game of FMS.
