2019: First foreign company admitted to Russian public procurement of software

The first foreign developer was admitted to the Unified Register of Programs for Electronic Computers and Databases of Member States of the Eurasian Economic Union. It was the Belarusian company Intermech, which creates software for the engineering industry[1].

The developer's application was approved by the expert council on software under the Ministry of Telecom and Mass Communications, RBC writes in September 2019, citing a source on the telecom market and one of the participants in the council meeting. Applications from other companies have not yet been considered.

The representative of the Ministry of Telecom and Mass Communications noted in an interview with RBC that in such cases few people want to be a pioneer - companies prefer to first see how the manifestation of the initiative among others ends. However, he believes that there will be many applications for inclusion in the register, since the public procurement market in Russia is the largest in the EAEU space, including software.

Experts interviewed by RBC also believe that the launch of the register will open a market for companies from the EAEU, which is much larger than their domestic market, so there will be applications. This will create additional competition for Russian developers. The Russian developers themselves are now waiting for a similar response gesture from the EAEU member countries.
