2022: Creating a Governance
On December 1, 2022, the US Department of Defense (DoD) announced the formation of a special department for investment in IT solutions in the field of national security.
The so-called Office of Strategic Capital (OSC) will be part of the Department of Defense's Deputy Research and Development Service. One of the main tasks of the structure will be to interact with private investors to ensure support for projects in critical areas. In particular, we are talking about such areas as advanced materials, next-generation biotechnology and quantum computing.

The OSC is part of a broader effort by the U.S. administration to raise private capital in areas that could affect the security of the state and its future development. It is noted that private sector capital is the dominant source of financing for the development of promising technologies. In this light, the new framework will help provide long-term funding for IT projects and reduce the time between the laboratory phase and the start of actual implementation (or production).
The Department of Defense also emphasizes that, unlike other federal agencies that provide grants and contracts, OSC will use different ways to distribute investments. The structure will include a consulting council that will help in making strategically important decisions. The new department will work in various directions in order to increase the amount of capital available to technology companies working in the interests of national security.[1]
