The created housing and public utilities ASCAPC is intended for implementation of the effective automated electricity and capacity metering of the household and melkomotorny sector and also registration and storage of parameters of a power consumption, information transfer in the center of collection of information and formation of reporting documents.

For the organization of accounting at subscribers on border of balance sheet accessory (on inputs of an apartment house, the melkomotorny consumer, municipal consumer) single-phase or three-phase devices with the built-in PLC module or the module of a radio modem are installed.

The USPD makes automatic information acquisition from metering devices by means of the stationary PLC modem on power networks of 0.38 kV or by means of a radio modem on radio channels of communication with operating frequency of 433.92 MHz and performs time synchronization function and also provides to the Information Processing Center (IPC) the regulated access to the saved-up data, using channels of cellular communication of the GSM standard.

The information processing center of a dispatcher station as a part of PEVM with an installed software and a communication equipment, provides collecting and data storage of commercial accounting, receiving and providing to the serviced personnel of operational data, formation of forms and reports of a required format and the nomenclature.
