2022: Pre-investigation review begins

Investigators of the TFR began a pre-investigation check after a message on social networks that the developer of the building of one of the buildings of the Irkutsk Oncological Dispensary owed workers a salary of 5 million rubles. This became known on December 30, 2022.

On December 30, a publication appeared on the Babr Mash Telegram channel that Sibirpromgroup workers had received less for their work than they should have for three months. As a result, a debt of 5 million rubles has accumulated.

The check is carried out under Article 145.1 of the Criminal Code RUSSIAN FEDERATION "Non-payment" of wage the fee. Investigators plan to study accounting and other documentation.

The website of the prosecutor's office of the Irkutsk region specifies that the supervisory authority has begun its own audit, within the framework of which it will assess the implementation of labor and urban planning legislation.

In mid-June 2018, the Government of the Irkutsk Region signed a concession agreement with Rusatom Healthcare. The term of the agreement was 15 years (3 years for the construction of the building, 12 years for operation), the amount of capital expenditures - 5.1 billion rubles, where budget funds - 2.4 billion rubles, private investments - 2.7 billion rubles.
