Upgrading the Automated Information System

BFT-Holding has updated the automated information system of multifunctional centers for the provision of state and municipal services of the Amur Region (AIS MPSC). The multidimensional data analysis subsystem is now available in it. It will allow MPSC employees to assess the effectiveness of individual business processes for servicing the population and, based on the information received, improve the quality of public services. BFT-Holding announced this on December 14, 2023.

The GAU "MPSC Region" as of December 2023 includes 25 multifunctional centers, as well as 25 geographically separate units, which in total process about 1.2 million requests from residents and provide them with 400 thousand state and municipal services. Digital tools for serving the population are provided by the AIS MPSC.

A huge array of quantitative and temporary data on the progress of the provision of public services flows into the system every day. Deep analysis of this information is necessary for the institution to continuously monitor the service indicators of applicants, as well as to find points of inefficiency in individual business processes and their prompt elimination. Solving the problem of processing an array of heterogeneous data is helped by the new AIS MPSC module - the OLAP multidimensional analysis subsystem.

Within the framework of the project, BFT-Holding specialists deployed additional functionality, and also configured the daily import of data into the OLAP subsystem from the operational databases (DB) of the AIS MPSC and the electronic queue system. This made it possible to automatically compare the information stored in the AIS MPSC database with the data of the electronic queue database, as well as to be able to analyze at the junction of these data.

In the subsystem, you can construct a sample for any time range. The responsible employee of the MPSC can receive data slices by date, time, employees, departments, types of services, topics of service and other parameters. Queue waiting times and service times are calculated in three versions: average, minimum and maximum. For example, using the service "Obtaining a passport of a citizen of Russia," you can find out how long it took on average to serve applicants per month, as well as what were the minimum and maximum values ​ ​ of this indicator. The obtained data on the MPSC network as a whole can then be detailed to the level of individual MPSC units, and, if necessary, to specific employees. All information can be reflected in the form of tables or graphs, and the resulting selections can be exported to their workplace.

BFT-Holding also trained employees MPSC of work with the updated system. The updated version of AIS MPSC is already available to users in all divisions of GAU MPSC Amur Region.

Automation of the return of unclaimed results of public services

On March 16, 2023, BFT-Holding announced that it had automated the functionality of returning unclaimed results of public services in the AIS AIFCura region. Thanks to this opportunity, MPSC employees will not have to manually control the process of storing and transferring documents back to the authorities, and residents of the region will be able to receive SMS notifications about the expiration of the storage period and the further movement of the requested information. All information about the business process will be available to MPSC employees within the framework of the AIS.

The established practice of providing public services assumes that a resident of the region must pick up the results of receiving the service from the MPSC office at a certain time. Documents received in response to the applicant's request are stored for some time in a multifunctional center, after which, if the resident did not come for them, they are sent back to the authority. To remind applicants of the need to pick up documents in time, as well as optimize the business process for interaction between the MPSC of the Amur Region and the authorities, it was decided to modernize the system.

BFT-Holding in a short time implemented the process of SMS notification of users, and also configured the automatic display of information about the transfer of the unclaimed result of the state service to the AIS MPSC. Setting up the functionality and putting it into commercial operation took only 1 month.

Now the applicant will receive a notification at the stage of expiration of the document storage period in the MPSC. This will allow him to schedule a visit to the multifunctional center in time and pick up the desired document. In addition, an important part of the project was the digitalization of the process of transmitting information about sending unclaimed results to the authorities after the expiration of the shelf life. So, after the introduction of the solution in the AIS MPSC, it became possible to automatically record data on unclaimed results, which increased the quality, accuracy of collecting and storing information.

The project to configure the additional functionality of the AIS MPSC of the Amur Region was implemented in order to ensure a more convenient process of interaction between the MPSC and the authorities, as well as to promptly notify applicants about the results of receiving services. The project has become a logical stage in the development of the system. It allowed us to translate an important business process into electronic form, as a result of which the accounting and traceability of the movement of documents will increase, a sufficient level of information transparency will be established when providing public services to residents, and the percentage of documents received on time will increase. 2022: Modernization of the AIS MPSC of the Amur Region with the help of MFC-Capella

On January 16, 2023, BFT-Holding announced the expansion of the functionality of the AIS MPSC of the Amur Region. The system has added the ability to automatically fill out documents for receiving several types of services, as well as the ability to register with the tax authority and issue a TIN certificate. The AIS will allow the MPSC of the region to increase the convenience and speed of the provision of state and municipal services.

MPSC Amur Region is an automated information system for the provision of state and municipal services, which helps to serve applicants on the principle of "one window." The solution operates on the basis of the development of BFT-Holding - the MFC-Capella software complex. It allows you to translate into a "figure" the main business processes in multifunctional centers. The product interacts with SMEV and systems of executive authorities, and provides a centralized approach to organizing the receipt of public services.

Since the introduction in the region, the MFC-Capella software complex has been constantly modernized. Among the latest updates is the development of autocomplete capabilities. data The system now has the option of auto-completing documents that contain information about how to receive a payment. The AIS provides the possibility communications of the applicant's data with information about his relatives for auto-filling information. This will help, for example, to quickly apply for child benefits.

As part of the modernization, the AIS MPSC of the Amur Region also implemented the processes of providing another service to the Federal Tax Service. Now, through an automated system, MPSC employees will be able to accept applications for registration with the tax authority and issue TIN certificates. Residents of the region will be able to receive this service at the MPSC at a convenient time.

Constant work is being carried out on the development of an information system for servicing citizens in the MPSC of the Amur Region. The task of updates is to expand the functionality of AIS. Thanks to these capabilities of the system, it will become easier for MPSC employees to issue appeals from residents of the Amur Region.
