PEAK Systems will create prototypes in pilot regions for JSC Universalnaya elektronnaya karta

According to the results of the competition announced by JSC Universalnaya elektronnaya karta at the choice of integrator according to the solution of a number of problems of a pilot project, the PEAK Systems company was recognized the winner.

In accordance with the terms tender by PEAK Systems company prototypes of the information systems (IS) for the Federal Authorized Organization (FAO) and Authorized Organizations of the Subjects of the Russian Federation (UOS) and also a prototype of the identification application of the UEK card and a prototype of the software of the infomat which will allow to show basic functions of the Single UEK payment and service system on providing pilot enrollment of services will be created. The intraregional and interregional principles of provision of services will be maintained at the same time that will allow holders of cards to receive state services in electronic form not only in the region, but also in other participating regions of a pilot project.

The specified technical solutions are intended for start of a pilot project in the following regions:

• Astrakhan region;
• Republic of Bashkortostan;
• Republic of Tatarstan.

Demonstration of opportunities of UEC will be performed on the example of providing the following public services provided on the UEC cards:

• obtaining information on debts on penalties of traffic police (regional service);
• making an appointment with the doctor (regional service);
• informing on a status of the individual personal account in RPF (federal service);
• informing on tax arrears (federal service).

Certification of the solution

The Peak Systems company (Peak of Sistemz) is the Russian system integrator specializing in projects in the field of multifunction smart cards, entering into diversified holding of Inline Technologies Group — announced obtaining the conclusion of the Federal Authorized Organization (FAO) UEK about compliance of the application software "Information System UOS — Issue of UEC" of production Peak Systems to requirements of the rules UEK SPSS (Single Payment and Service System) of Version 1.6.

During certification composition check of implementation of functionality of a system and also compatibility of the IC UOS with EPSS UEK infrastructure was carried out. Use of the certified FUO of the software is one of necessary conditions for connection of UOS to federal infrastructure and start of process of issue of UEC, emphasized in Peak Systems. In general the "Information System UOS — Issue of UEC" software product is intended for installation in authorized organizations of the subjects of the Russian Federation (UOS) and provides functions of collecting of statements, release and accounting of universal electronic cards in scales of the region project participant of UEC.

The project in the Nizhny Novgorod Region

In November, 2011 the PEAK Systems company is recognized the winner of open auction on creation and maintenance of infrastructure UEC (universal electronic card) in the Nizhny Novgorod Region.

According to technical specifications PEAK Systems is going to implement the so-called outsourcing scheme of connection of the region to EPSS UEK (the single UEK payment and service system) providing system maintenance based on a remote processing center. Main advantages of such scheme are the speed and simplicity of implementation and also cost reduction of the region to start release of UEC. So, according to project plans, the Nizhny Novgorod Region can have an opportunity to begin reception of applications on release of UEC in February, 2012.
