Harkovoblenergo of GAEK (ASCAPC)

The current state of information systems in GAEK of Ukraine, including in GAEK "Harkovoblenergo" is characterized by existence of a set of automation systems of different scale and the functionality implemented in separate divisions of GAEK, generally the PES level.

Such systems usually have no standard data exchange interfaces that complicates information exchange between them. A variety of systems complicates their service, upgrade, the centralized training of specialists that in a complex increases service cost for the enterprise - the owner.

At the same time at the enterprises of level of the distribution zone not a rarity almost total absence of automation systems. Besides, the automation systems installed and being in operation now are developed 10 and more than years ago, and have the considerable restrictions determined by hardware on the basis of which they were constructed. Such systems morally, and in some cases and physically became outdated, and require replacement.

At the same time the modern level of development of ADP equipment allows to implement the automation systems of new quality meeting new requirements of work of the enterprises in the conditions of power market.

So, in GAEK "Harkovoblenergo" at the time of the beginning of works on the agreement on creation of an end-to-end system of automation there was a following provision in the field of the main fields of activity of GAEK:

• in the field of accounting – account was kept without application of ADP equipment, on paper;
• in the field of calculations with industrial consumers of area – at the enterprises of level of the distribution zone (HES Agency) and PES (HES Branches) account was kept on paper (24 enterprises from 28), or using automation systems of the settlings with consumers which were purchased, or implemented by forces of local gurus. (4 enterprises from 28);
• in the field of calculations with industrial consumers of the city of Kharkiv – 3 systems - ** the first - a settlement system with large industrial consumers of the city are operated, it is constructed based on Informix DBMS,
  • the second - a settlement system with large industrial consumers of the city, and
  • the third - the system of settling with consumers of public sector – are constructed on FoxPro and dbf-files. Thus, all installed systems are executed using different work benches, different database management systems, have different formats of output documents.

At the same time it is information systems do not interact in any way;

• in the field of settlings with household consumers - - at the enterprises of level of the distribution zone (HES Agency) and PES (HES Branches) .ucht it was conducted on paper, the automated account was kept only on consumers of the city;
• in the field of electricity metering (ASCAPC) — on substations of the city the devices of accounting TsT-5000 (defined in the recommendations of the Ministry of Energy are installed as the outdate and requiring replacements), covered by an information collection system of TsPES, a system on the basis of TsT-5000 is unrolled also in Kupyansky PES. Information exchange between systems, and between systems and the center is absent. Western and Lozovsky PES are not equipped with accounting systems (in Lozovsky PES the technical account constructed on data, telemechanics is kept). The existing ASCAPC systems did not provide automatic obtaining balance of GAEK, interregional overflows, and balances of divisions of GAEK;
• in the field of supervisory control - on Lozovsky PES the ASDU system based on Konkom controllers, in the Central PES – the ASDU system based on RC/PU Granit, "VRTF", "MKT", etc. is installed. The separate telemechanized substations had the western and Kupyansky PES (using KP

"Compass", "TM-120").

Thus, GAEK "Harkovoblenergo" at the time of the beginning of work on complex automation, had baggage of the working systems, however generally these systems covered city facilities Kharkiv.

A variety of the automation systems installed in GAEK "Harkovoblenergo" defined all listed above problems of their operation. Khartep LLC proposed the solution of an end-to-end system of automation of GAEK in which it was succeeded to implement the following principles:

• use of GAEK, uniform for all divisions (level of the distribution zone (Agency), PES (Branch), and the center) of the software of a system of calculation with household, and industrial consumers, ASDU and the ASCAPC that defines uniform formats of output documents, the general rules of work of users with a system, the general principles of administration of a system, the single database of consumers, a uniform algorithm of calculations;
• creation of a system of accounting of the electric power on the general base with a settlement system with industrial consumers;
• use of a single system of management of databases for all complexes of tasks is Oracle DBMS;
• possibility of information exchange between complexes of tasks on telephone selected, switched, and to communication radio channels;
• implementation of the CAD functions in all complexes of tasks that allows the Customer to increase and adjust a system independently;
• consolidation of information of different complexes of tasks (for example, the ASCAPC and ASDU) in one communication channel - up to a communication channel with substation.

The software developed and set on a number of objects (substations, the Agencies, HES Branches) to Khartep LLC, ASRPP, ASRPB, the ASCAPC, ASDU, and accounting (Entekheko company) solves the main GAEK of a task facing divisions that is confirmed with calculations on bilaterally the approved control examples.

The software of information exchange developed by Khartep LLC with the existing systems allowed to integrate into uniform information base all information on electricity metering in GAEK "Harkovoblenergo" already now.

The developed software is executed at the high professional grade, corresponds to the modern international standards of representation and information processing (ISO 9000, 9001) which developed in the world of information systems. The hardware delivered to Khartep LLC are author's developments of UKP "Corundum", the hub of KA-96 protocols, devices of accounting "Itek-210", counters of Alfa electrical energy, RC controllers based on the industrial computers "Micro-PC" of Octagon Systems company, the radio equipment of Motorola company, etc. are picked up technically competently and conform to modern requirements to this equipment.
