2023: Kyrgyzstan approved the castration of pedophiles
In January 2023, the Kyrgyz parliament approved a bill on surgical castration of pedophiles. The document, in particular, involves a medical examination of a convicted pedophilia and a psychiatric examination in order to determine his tendency to sex crimes. It is specified that the examination will be carried out no later than six months before the release of the criminal serving his sentence.
According to the bill, surgical castration is carried out by surgical intervention with the removal of the reproductive organ and is carried out in medical institutions of the penitentiary system or health authorities.
In addition, the bill provides for tougher punishment for violence against children and an increase in the term of imprisonment for pedophilia to life.
According to the initiator of the draft law, Ulan Bakasov, pedophiles deserve the death penalty, but it is prohibited in Kyrgyzstan, so it is proposed to introduce surgical castration.
Ombudsman of Kyrgyzstan Atyr Abdrakhmatova opposed this initiative. She believes that the bill is contrary to the Constitution. She noted that surgical castration is used in the Czech Republic, Poland, Nigeria and several US states, but how effective it is is not yet clear.

Deputy Prosecutor General Umutkan Konkubaeva in January 2023 reported that 52 criminal cases were initiated against children in 2018, 53 in 2019, 2020-17, 2021-49, and 52 in 2022.
By January 2023, in the CIS countries for such pedophilia, a term of imprisonment of 15 to 25 years is provided. In Russia, there is a law on life imprisonment for pedophiles-repeat offenders, committed a crime again against minors or two or more children.[1]
