The fund of assistance to reforming of housing and public utilities visualizes the activity

The IBS company develops and implements the system of visualization of performance indicators of use by the subjects of the Russian Federation of a financial support of Fund of assistance to reforming of housing and public utilities. A system is available on the website of Fund and allows to see and compare the state of affairs in the field of reforming of housing and public utilities in the subjects of the Russian Federation.

Information base

The fund of assistance to reforming of housing and public utilities provides a financial support to territorial subjects of the Russian Federation on capital repair of apartment houses and resettlement of the hazardous dwelling. Regions to get such support, in turn should implement a number of conversions in the field of housing and communal services. The corresponding technique was developed for assessment of showiness of use by territorial subjects of the Russian Federation of the provided means and carrying out reforming of the industry by Fund.

On the basis of the performance indicators calculated by Fund in 2008 and 2009, the IBS company created an interactive system of visualization. For target audiences – representatives of housing sector, the regional and federal authorities, experts, journalists and other interested users – a system provides instruments of work with information on the course of reforming of housing sector in regions. It contains more than 40 indicators for each region which are broken into several presentation layers. Due to use of different charts and interactive navigation, users in an evident form can see data on the course of reform of housing and public utilities, program implementations of a major repair and resettlement of the hazardous dwelling, to carry out comparison of indicators of regions in different cuts, to define the factors influencing positions of this or that region, to see strong and weak points in implementation of reform of housing and public utilities. Information on methodology of calculation of the provided indicators is also provided in a system.

Relevance

"The main objective of this project – to provide an information access about that, how effectively there is a reforming of the industry and programs in the subjects of the Russian Federation are implemented. Using interactive tools on our website it is possible to compare easily results of the region to indicators of the neighboring regions, regions with similar social and economic parameters or with average all-Russian values. A system allows to see at rather deep level from what these or those indicators form, and, thus, on each region to understand in what directions work is conducted well and on what it is worth strengthening it", - developers of a technique of assessment comment.

Wednesday and platform

The system of visualization of indicators is created based on products of Microsoft using SilverLight technology. Works on creation and system testing were complete within one month.

Plans and forecasts

It is expected that in the future systems capabilities will be expanded due to providing modeling to an opportunity. Thus, users will be able not only to get acquainted with indicators of reporting periods, but also to predict as well as at the expense of what parameters in the specific subject of the Russian Federation it is possible to provide achievement of target indicators.
