Biography

1990-2005

From 1990 to 2005 - Sanitary doctor for hygiene of children and adolescents, epidemiologist, head of the sanitary and epidemiological department of the Center for State Sanitary and Epidemiological Supervision in the Rybnovsky district of the Ryazan region.

Since 2005, she has replaced the positions of the federal state civil service in the Office of the Federal Service for Supervision of Consumer Rights Protection and Human Welfare in the Ryazan Region: chief expert of the epidemiological surveillance department, head of the epidemiological surveillance department.

2014

2019

On April 16, 2019, she became the chief physician of the FBUZ Center for Hygiene and Epidemiology in the Ryazan Region.

2023: Charge of bribes worth 16 million rubles

The Sovetsky District Court of the Ryazan Region, as reported by its press service on February 17, 2023, arrested for two months the chief physician of the Center for Hygiene and Epidemiology in the Ryazan Region in a bribe case. The name of the accused was not disclosed, but the institution's website indicates that its head physician is Elena Panenkova. Komsomolskaya Pravda confirms that the speech is about her.

The investigator received a petition for particularly important cases of the first department for the investigation of especially important cases of the Investigative Department of the Investigative Committee of the Russian Federation in the Ryazan Region to choose a preventive measure in the form of detention in relation to P., accused of committing crimes under paragraph "c" of Part 5 of Art. 290 (15 episodes), part 2 of Art. 290 (2 episodes), part 6 of Art. 290 (4 episodes) of the Criminal Code of the Russian Federation. The accused court chose a preventive measure in the form of detention for 2 months, the court said in a statement quoted by TASS.

According to the investigation, the chief physician of the FBUZ "Center for Hygiene and Epidemiology in the Ryazan Region" from September 2019 to December 2022 personally and through intermediaries received bribes from employees totaling at least 15.71 million rubles. She took money for general patronage in the service, as well as for the accrual of increased bonuses to subordinates. In total, the accused received 15 bribes on a large scale, 2 on a significant scale and 4 on an especially large scale, the press service of the court reports.[1]
