Moscow has established its own production of dry milk mixtures, which are provided by the capital's dairy kitchens. Mayor Sergei Sobyanin announced this at the end of February 2023.

As specified on the website of the mayor of Moscow, the Tsaritsyn Dairy Plant and the Lianozovsky Dairy Plant are engaged in the production of dry milk mixtures. Large-scale modernization was carried out at dairy plants, more than 2 billion rubles were invested in them.
Under the terms of the offset contract concluded, Moscow will purchase products worth 30.6 billion rubles from enterprises over 8 years.
In 2022, as part of an offset contract for dairy kitchens in the capital, about 50 thousand tons of goods were delivered. These are not only dry milk mixtures, but also juices, porridge, cottage cheese, fruit puree and many other types of products.
By February 2023, a program for updating dairy kitchens according to a single standard is being implemented in Moscow. The unified standard provides for the creation of conditions for visitors and employees of dairy stations, equipping them with modern equipment for storing milk and baby food. It includes a single approach to the design of the entrance group, general solutions for the interiors of the premises, inside each point there is a hall-dispenser with comfortable furniture, as well as premises for storing products with all the necessary equipment. Dairy kitchens updated to the same standard have ramps and a wheelchair storage area.
Pregnant women, children under three years old, breastfeeding mothers of children under six months old, minor children from large families, as well as children under 15 years old suffering from a number of chronic diseases, and children with disabilities are entitled to free meals.[1]
