2000-2018
All labor activities of Minnullin are related to surgery. He began working as a doctor in the department of purulent surgery of the city hospital No. 5 in Kazan. In 2000-2001 worked as a surgeon in the admission department of the RCH.
In 2002, he switched to correspondence education, the main place of work was the Department of Abdominal Surgery of the RCH.
Since 2010 - First Deputy Chief Physician of the RCH for Medical Affairs.
Minnullin was the deputy of the previous head physician of the RKB - Rustem Gayfullin, who held this position from 2010 to 2018, and after the appointment of Shavaliev, he headed the city polyclinic No. 21.
2023: Appointment as Minister of Health of Tatarstan
On March 1, 2023, the head of Tatarstan Rustam Minnikhanov signed a decree appointing Marcel Minnulin as the new Minister of Health of the republic. He replaced Marat Sadykov, who died at the end of January 2023.
As the acting Minister of Health of Tatarstan, Marcel Minnullin was presented on February 6, 2023. Prior to that, he worked as the first deputy chief physician for the medical department of the Republican Clinical Hospital (RCB).
According to the publication "Real Time," the choice in favor of Marcel Minnullin was made for two reasons. First, the RCH was the first in the Russian health care system to receive the international HIMSS certificate, turning into a digital clinic. Secondly, the SCS has become one of the recognized centers of transplantology, sources say. Resignation after court testimony

Lawyer of the law firm "Yakhatin" Anton Smirnov, in a conversation with Kommersant, noted that the testimony against Marcel Minnullin is a serious reason for criminal prosecution. The expert said that the chances of bringing the former head of the Ministry of Health of Tatarstan to justice are high, especially if the investigation collects documentary evidence of his pressure on Ruslan Valeev or financial ties with contractors.
According to the expert, the investigation will consider the actions of the ex-Minister of Health of Tatarstan through articles of the Criminal Code of the Russian Federation on abuse of office or abuse of power. If it is confirmed that Marcel Minnullin received personal benefits from the schemes, then he may be accused of bribery. If the guilt of the ex-head of the Ministry of Health of the republic is proven, then the wording of the dismissal may be revised to "due to the loss of confidence." Appointment to the position of surgeon in the LPR hospital
Former Minister of Health of Tatarstan Marcel Minnullin will continue his professional activities as a surgeon at a hospital in the city of Lisichansk in the Luhansk People's Republic. Sources of the publication "Business Online" reported this appointment in mid-June 2025, noting that the ex-minister will take the post of ordinary surgeon.

Marcel Minnullin was dismissed from the post of head of the Ministry of Health of Tatarstan in early June 2025 of his own free will. The corresponding decree was signed by the head of the republic Rustam Minnikhanov, which officially ended Minnullin's tenure in the ministerial post.
The resignation of the ex-minister turned out to be connected with a criminal case, within the framework of which investigative actions are taking place. Local media linked the dismissal of Minnullin with the testimony against him of the chief physician of the Nizhnekamsk Central District Hospital Ruslan Valeev.
Ruslan Valeev is accused of abuse of office and is suspected of conspiring with officials of the Ministry of Health of Tatarstan. The investigating authorities believe that the accused has concluded state contracts with Polycomplex and Trade-Service for the supply of medicines.
The total amount of the disputed contracts amounted to ₽8 million, but the drugs were not delivered in the required amount. This violation became the basis for initiating a criminal case and bringing to justice officials of the medical department of the republic.
After Minnullin leaves the post of minister, the duties of the head of the department are temporarily performed by First Deputy Almir Abashev. He coordinates the work of the regional Ministry of Health until the appointment of a new head of the department.[2]
