2023: Institution of a criminal case on the purchase of medical equipment inflated by 17 million rubles

On March 17, 2023, the Department of the Investigative Committee of the Russian Federation for the Republic of Ingushetia announced the initiation of a criminal case on the fact of abuse of office by the former Deputy Minister of Health.

According to the ministry, in 2020, the ex-deputy head of the Ministry of Health of Ingushetia, at the expense of budgetary funds, acquired medical equipment in the amount of 102 million 470 thousand rubles. At the same time, the actual cost of the purchase was 85 million 370 thousand rubles. Thus, approximately 17 million rubles were stolen from the budget.

The criminal case was initiated on the grounds of a crime under Part 2 of Article 285 of the Criminal Code of the Russian Federation (abuse of office). Law enforcement officers conduct investigative and other procedural actions aimed at establishing all the circumstances of the incident. The defendant is wanted.

The report of the department of the Investigative Committee does not disclose the name of the suspect. According to The Moscow Post, we are talking about Yakub Bogatyryov, who began acting as Deputy Minister of Health of Ingushetia in 2017. Since March 2021, he headed the IT Medical company, which in 2019 was founded by a certain Yahya Bogatyryov. It was with this company that the Ministry of Health of Ingushetia entered into contracts for the supply of medical equipment. Moreover, IT Medical received these contracts without a tender, since it was "purchased from a single supplier." Four of these documents date from April 22-23, 2020.
