The Ministry of Finance of Sverdlovsk region implements the system of exchange of electronic documents

The Ministry of Finance of Sverdlovsk region (MF) made the decision on system implementation of exchange of electronic documents with the organizations receiving means from the regional budget. As the technical platform for implementation of this solution the Diadoc system from SKB Kontur company was selected.

All budgetary institutions provide for carrying out payments in higher financial bodies a number of documents: these are payment orders, requests for payment and accompanying documents. Since January, 2011 exchange of payment documents between MF and regional budgetary institutions (their quantity more than 1000) and also their processing will be performed in the automatic mode using the electronic digital signature (EDS).

Within a year the Ministry of Finance is going to receive about 1 million only payment orders from budget organizations. And taking into account all covering notes and response documents the volume of document flow will be 2 million.

"It demands enormous labor costs from the staff of MF SO. The existing scheme of paper document flow is inconvenient also for budget organizations. They need to provide originals of documents on paper carriers for carrying out payment irrespective of in what city there is organization. Without the system of exchange of documents in electronic form to implement processing of the arriving documents it would be impracticable. But as all documents transmitted through the Diadoc system are legally significant, their subsequent duplication on paper will not be required", - Lokis Vladimir, the project manager of Management of federal projects of SKB Kontur company tells.

Implementation of the similar solution for budget organizations became possible thanks to the government decree of Sverdlovsk region of 6/23/2010 No. 947-PP "About use of the electronic documents signed with use of the electronic digital signature at treasurer execution of the regional budget in the territory of Sverdlovsk region".
