The main radio-frequency center prepares the portal

The main radio-frequency center with the assistance of Corus Consulting implement an implementation project of the electronic document management system (EDMS) and a corporate portal on products of Oracle.

Specifics

Feature of work of GRFC – daily acceptance and processing up to 200 requests for frequencies. Each request is the about 20 documents comprising a set of difficult technical parameters with initial data which need to be compared with the existing international standards, the Russian legal acts and with the existing grouping of radio-electronic means, including participation in approval of the Ministry of Defence, FSB and the FSO.

Reality

"In the existing information system of GRFC there are more than 4.5 million documents, and the total amount of frequency assignments – more than 4 million. In a month of GRFC it is necessary to process several thousands of requests, - Valery Nosov, the Head of Department of electronic document management and information technologies of the enterprise customer notes. – For increase in efficiency of all GRFC and simplification of interaction with applicants – business structures and state institutions – the management made the decision on full translation of all business processes in an electronic form".

About the project and its stages

During the project the unified information system of GRFC which will provide passing of requests for selection of frequencies on all processing stages and also internal electronic document management is created. Migration of all historical data of GRFC in a new system is made. The single database of frequency assignments in the Russian Federation which will become for the first time available to all interested departments in electronic form is created. In addition, in a system the modules servicing entering - outgoing correspondence, cartographic bases, the system of the analytical reporting are created, separate modules by calculation of electromagnetic compatibility of radio-electronic means (distribution zone) are included a new system, integration into the Spectra system of LS telcom company is made.

A system is implemented based on products of Oracle.

Creation of the portal of the applicant became one of stages of the project.

The new GRFC portal is implemented based on Oracle UCM technology – a web content management system.

Application in electronic form reduces the term of document handling and increases transparency of passing of requests for applicants due to optimization of work of staff of GRFC, storage of all documents in uniform base, quick search on it, Valery Nosov noted. In the short term everything will be ready to completely paperless process and the center will be able to accept the documents signed with the electronic digital signature (EDS), to issue the EDS keys.

A number of structural changes was made for transition to the updated work format to GRFC. In addition, within the project the analytics block – the system of efficiency evaluation of use of a radio frequency spectrum in Russia is created. After start of a system all interested users (state structures, applicants) will have access to aggregated and connected with uniform reference books to data. The main information systems used in departments are data source for an analytical system.

Integrator - the solution

The created system - one more movement towards the electronic government, Leonid Yakubovsky, the chief executive of Corus Consulting considers. It is the new interoperability layer between business and the state. Thanks to transition to electronic control the efficiency of GRFC considerably increases, the organization services clients quicker, therefore, can service the bigger number of requests for smaller time. While the federal state unitary enterprise – the state enterprise, but not budget, leads increase in efficiency to growth of an economic component of activity of GRFC that is for integrator and the customer one of the main results.
