2023: Sentence - 4 years in prison for fictitious employment of 5 people

The 235th Garrison Military Court sentenced Andrei Koltukov, the former head of the 21st Research Institute of the Ministry of Defense, to four years in a general regime colony, finding him guilty of fictitious employment of five people. He was also banned for two years from holding positions related to the exercise of organizational and administrative powers in the civil service and in local governments. This was announced on May 4, 2023 by TASS with reference to the text of the verdict.

The 21st Research Institute of the Ministry of Defense was engaged in the development of military equipment for the Russian army, including the Tiger armored car, Koltukov headed this institution until 2010. Prior to holding a leadership position, he was personally engaged in the creation of armored vehicles for the Armed Forces and other security forces. Koltukov was awarded the medal "For Merit to the Fatherland" II degree.

Later, the research institute was made a division of the 3rd Central Research Institute of the Ministry of Defense and renamed the Research Institute of Automotive Technology. Koltukov headed the newly created organization.

According to the text of the verdict, Koltukov fictitiously arranged five people with laboratory assistants in 2011-2018. They did not fulfill their duties, only occasionally participated in meetings of the dissertation council. During this time, they were paid a salary totaling more than 6.8 million rubles.

Koltukov's guilt was confirmed by the testimony of witnesses, time sheets of the Research Center of Automotive Technology, salary statements and other documentation. The scientist himself pleaded not guilty, but partially repaid the damage - he paid 120 thousand rubles, reports TASS. In addition to imprisonment, the court ordered Koltukov to pay about 6.7 million rubles to the 3rd Central Research Institute of the Ministry of Defense, which was held in the case as an injured party.

Koltukov did not admit his guilt, said that he did not coordinate the employment of these persons and did not give relevant orders. Despite this, the court found his guilt proven on the basis of extracts from orders and testimony of witnesses.[1]
