In MTS the project with 5-year history is complete: one of the IT projects, largest in Europe

FORS company completed project implementation of implementation of instrumental means for a regulation, the analysis, modeling and business process management of Casewise Corporate Modeler in JSC Mobile TeleSystems (MTS).

Background

Creation and maintenance in current status of a reliable picture of activity of the company, ensuring mutual approval of all elements of architecture of the organization was the purpose of implementation of the project: its structures, business processes, their display in the process map according to expectations — "as should be" and also in regulating and personnel documentation.

About the Project

The foundation was laid for the project in June, 2005. Step by step it was implemented in process of development of the company and change of its requirements. These stages included the following sequence of works:

• choice of the software tool Casewise and its installation;
• development and deployment of the standard of the description of business processes, the process approach to management;
• training of employees in work with the Casewise tools and the used methodology;
• pilot application of modeling tools;
• completion of work benches and methodology process descriptions taking into account business needs;
• integration of models of the regulations and documents executed in the environment of Casewise into the internal portal.

The project develops and approves more than 300 regulations of processes, among them in functional area there is 34 IT. In Business Process Management Suite about 30,000 different subjects to visual representation were created: charts, functions and organization units of the company. Templates were developed for the description of business processes.

Especially for customer company, FORS developed tools on the basis of Casewise: the interactive "Generator of regulating documents" allows to create regulations of processes automatically. Recording of all actions of users in the environment of Casewise is performed by means of the Logger tool. The project provides a possibility of making changes and transfer of the created models and schemes from Casewise in Visio and back due to the V-Modeler function.

Results

The main outcome of the project was the fact that thanks to Casewise opportunities the company received a relevant picture of activity, including schemes of business processes, organization structures, the process map which actually became the main source of information for business process management, Ilya Rybakov, the head of department of methodology and development of business processes of department of corporate development of MTS considers. He also specifies that implementation allowed to provide accurater distribution of responsibility between divisions and employees, to exclude duplication of functions at organizational changes, to provide accurate distribution of ex-officio full powers and transparency of the functions executed by them.

The Casewise company considers this project the largest in Europe on the scale and complexity of assigned tasks.
