2023: Real term - 4 years for embezzlement of 560 million rubles

In early June 2023, the Nagatinsky District Court of Moscow issued a verdict in a criminal case against the former heads of the Federal Center for Science and High Technologies "Special Scientific and Production Association" Eleron "" (part of the state corporation "Rosatom"). Former general director of the enterprise Vyacheslav Konovalov was sentenced to four and a half years in prison, and former chief accountant Irina Smoldyreva - to three years.

According to the Kommersant newspaper, an investigation into the leaders of Eleron, Russia's largest enterprise for creating security systems for state facilities, was initiated in October 2020. The basis was the results of inspections of the financial and economic activities of the association, which were carried out by the asset protection service of Rosatom. It is noted that the case was dealt with by the fourth department of the Ministry of Internal Affairs of Russia, which specializes in solving crimes committed at secure facilities and in closed territorial entities.

The investigation established that, having entered into a criminal conspiracy, the defendants in the period from 2015 to 2019 entered into fictitious transactions with one-day firms for the purchase of various goods, for which delivery contracts are not required. These are, in particular, stationery, office equipment, consumables, some pieces of furniture, etc. At the same time, fictitious consignment notes and invoices were received in the accounting department of Aileron.

Initially, the actions of Konovalov and Smoldyreva were defined as fraud on an especially large scale (part 4 of article 159 of the Criminal Code of the Russian Federation), but then they were retrained for especially large embezzlement (part 4 of article 160 of the Criminal Code of the Russian Federation). The total amount of damage caused amounted to 559.8 million rubles - the convicts will have to compensate Eleron for these funds by a court decision.[1]
