2023: Getting Term for Incentive Payments Fraud

In June 2023, the Pechora City Court sentenced the former chief physician of the Pechora Central District Hospital in the Komi Republic, Sergei Khorev, to three years in prison conditionally with a fine of 300 thousand rubles for fraud with incentive payments during the COVID-19 coronavirus pandemic. According to the press service of the Supreme Court of the region, the damage to the budget from the actions of the doctor exceeded 1.2 million rubles.

According to the investigation, Sergei Khorev used his official position and issued orders on his behalf for part-time in the covid department without the consent of the Ministry of Health of the Komi Republic. At the same time, he did not fulfill official duties for the treatment of covid patients.

In addition, Khorev gave instructions to his subordinates to put him in worked shifts in the amount of 3.6 hours daily. As a result, Khorev illegally received a salary as a doctor of obstetrician-gynecologist of the 2nd infectious diseases department in the amount of about 174 thousand rubles, without fulfilling his labor duties. Also, the ex-head physician illegally received about 984 thousand rubles as incentive payments.

When sentencing, the court took into account the nature and degree of public danger of the crime, the data on the personality of Khorev, who is first prosecuted, at the place of residence is characterized satisfactorily, at the place of work positively, has dependent young children, has diseases, and also took into account the presence of mitigating and absence of aggravating circumstances.

In addition to the suspended sentence, Khorev is deprived of the right to engage in activities related to the implementation of organizational, administrative, administrative and economic powers in medical organizations for a period of two years. He did not admit his guilt, insisting that the accrual of payments was agreed with the republican Ministry of Health.[1]
