2023: PPP agreement on digitalization of sports
On June 15, 2023, representatives of the Kaluga Region and My Sport JSC signed a 15-year public-private partnership agreement. Oleg Serdyukov, Minister of Sports of the Kaluga Region and Andrei Markov, General Director of My Sport JSC fixed plans for the development of a digital system for the sports sector of the region.
The signing of the PPP agreement, officially registered on May 12, 2023, marked the launch of the project under the 224-FZ. In accordance with the agreement, the Kaluga Region, together with the development company "My Sport," will work for 15 years on the development of a digital system for the field of youth sports. The automated information system will make it possible to translate the paper work of all participants in the training process into a figure.
This is the first PPP project from the IT Accelerator, launched by the national PPP center with the support of RFRIT and the Skolkovo Foundation, which achieved commercial closure. Cooperation between the region, the PPP Center and the My Sport company in terms of structuring the project contributed to the observance of the interests of the public and private side. The accelerator team, in particular, promptly supported My Sport on legal issues, which made it possible to launch the project in a shorter time.
The digital system created under the agreement will provide citizens of the region with free connection to services that ensure the availability of both professional and mass sports. The system will allow sports organizations to work in electronic format so that young athletes and their parents can track success in the mobile application, and executive authorities can analyze the effectiveness of sports training programs and infrastructure congestion. Sports federations of the Kaluga region will refuse paperwork and switch to compiling a calendar of competitions in digital format, which will greatly simplify the submission of applications for events and the assignment of categories based on their results.
The field of sports in the Kaluga region is developing at a very high pace and the transfer of infrastructure to digital and the formation of digital profiles of athletes seems to be a very logical step. As of June 2023, 47 sports organizations of the region are already operating in the system. I have no doubt that by joint efforts we will be able to make the industry accessible to the population and transparent to the authorities, we will ensure new victories for our athletes, - commented Andrei Markov, General Director of My Sport JSC. |
We began our cooperation with My Sport JSC in 2021 with pilot operation in 15 state institutions. By the end of 2022, all sports schools in the region were connected to work in the information system. As part of the PPP agreement, a Regional Information System for Recording Sports Achievements will be created. The peculiarity of this agreement is that this is the first PPP Agreement in the region and the first agreement in the Kaluga Region in the IT sphere, implemented within the framework of public-private partnership. It should be noted that the creation and maintenance of the Regional Information System for Recording Sports Achievements is fully implemented at the expense of a private partner without attracting funds from the regional budget, - said the Minister of Sports of the Kaluga Region. |
Launching an accelerator with our partners in 2022, we set ourselves the goal of ensuring the replication of promising IT projects through PPP mechanisms. Thanks to the synergy of our efforts, experience and competencies, a project for launching a digital system in the Kaluga Region was prepared in a short time, which will undoubtedly increase the availability of mass and professional sports for the population.
