2023: Implementation of the domestic HRM system "1C: Payroll and HR Management of 8 Corp"

CorpSoft24, together with T1 Innovation, has implemented a human resources management system (HRM) based on the domestic 1C : Enterprise platform at PJSC RusHydro as part of the import substitution program . As a result of the implementation, the company will increase the effectiveness of personnel processes: the time for preparing reports will be reduced by 20%, and the costs of developing and supporting the solution will be reduced by a third. This was announced on June 15, 2023 by a representative of CorpSoft24.

Before the start of the project, PJSC RusHydro operated an ISUP personnel management system based on SAP HR, which was seriously customized to the requirements of the legislation of the Russian Federation. The consequence of the customization of the ISUP was the significant time and financial costs of preparing system updates due to changes in laws and business requirements.

At the same time, part of the necessary "RusHydro" functionality was absent. For example, intercompany transfers of employees were implemented through dismissal/hiring instead of personnel relocation. Due to the architectural features of the ISUP, such improvements were very expensive.

At the same time, in some subsidiaries of PJSC RusHydro, at the time of the start of the project, solutions were operated on the 1C:Enterprise 8 platform. Updating domestic decisions in cases of changes in legislation took place more quickly and less expensively, the detail of regulated reporting was at a higher level, integration with state IPs was automated.

In 2022, as part of the import substitution process, it was decided to replace the previously existing ISUP system with the domestic software product "1C: Payroll and HR Management 8 KORP" version 3.1.

The contractor for the project was RusHydro IT Service LLC, and CorpSoft24 and T1 Innovations acted as subcontractors with the necessary expertise and already having experience in transferring SAP solutions to the 1C:Enterprise 8 platform.

During the project, our specialists, together with T1 Innovations, developed the LUCH system based on the 1S:ZUP 8 KORP PP using PostgreSQL DBMS. The system was installed on the company's server equipment, the necessary settings were carried out, commissioning was carried out. In addition, a user briefing was conducted, historical data on employees, accruals and payments were migrated, and then LUCH was put into commercial operation and integration with related company systems was set up.

As a result of the project, LUCH automated the following functional units: management of the organizational and staff structure, personnel workflow, military accounting, labor protection Time and Attendance , personnel, accounting for employee absences, calculation wages and other types of accruals, employee's personal account, accounting for benefits non-state pension and security.

The tight timing of the project dictated its own conditions: the emphasis was shifted from expanding the functionality of the typical configuration to working out the qualitative migration of historical data into this system. The revealed discrepancies in the approach to payroll calculation were accepted by the customer in order to preserve the typical platform functionality as much as possible, and already during the pilot operation of LUCH, a list of functional gaps was formed. This approach allowed us to comply with the time frame and at the same time prepare a complete register of functional requirements for the development of this system.

CorpSoft24, a computing infrastructure was created that ensured the operability of the system with the requirements of more than 500 simultaneous users and 98% availability. This availability involves working in 24/7 mode with a scheduled window of 1 hours per day and an acceptable downtime of 120 hours per year.

As a result of the transition to another system, the work of the personnel service of PJSC RusHydro and the branches did not stop for a single day, the accrual and payment of wages of more than 5,000 employees were carried out on time. The quality of the transferred historical data made it possible to prevent errors in the accrual of personnel salaries.

As a result, the time for preparing management and regulated reporting in the company will be reduced by 20%, and the cost of further development and support of the decision will be reduced by 20-30%.

In addition, it is expected to reduce operating and administrative costs for personnel workflow by 5%. Such indicators will be achieved through the use of centralized mechanisms to support management decision-making of personnel processes and prompt response to legislative changes.
