2023: Detention in embezzlement case of budget funds allocated to hospitals

Deputy Prime Minister of Karachay-Cherkessia Irina Gerbekova and six other people were detained in the case of embezzlement of funds allocated for the development of health care. The detention in the press service of the Ministry of Internal Affairs of the Russian Federation was reported on June 29, 2023.

The criminal case was initiated under Part 3 of Art. 210 of the Criminal Code of the Russian Federation (organization of a criminal community using official position). According to the investigation, the suspects were engaged in theft of funds allocated from the federal budget for the state program for the development of health care. The money was intended, among other things, for the purchase of medicines, equipment and the payment of salaries to medical workers. According to preliminary estimates, the damage from their actions may amount to 100 million rubles.

The Ministry of Internal Affairs clarifies that employees and heads of the republican clinical hospital participated in the activities of the criminal community. Also among them were entrepreneurs who work in other regions of the North Caucasus Federal District. During searches of the suspects' homes, investigators seized large sums of money, said Irina Volk, an official representative of the Russian Ministry of Internal Affairs.

The Ministry of Internal Affairs does not name the identity of the detained deputy chairman of the KCR government, but Izvestia, RIA Novosti and other media reports that we are talking about Irina Gerbekova. She led the Republican Clinical Hospital as head physician in 2010-2011, as well as from 2015 to 2020.

According to Kommersant, a criminal case was opened against her back in March 2023, at the same time the deputy chief physician Vasily Babichev, who was a subordinate of Gerbekova in 2015-2020, was detained. His wife, an individual entrepreneur, with whom the hospital entered into contracts for work and the provision of services, and the chief accountant of the hospital, are also involved in the case.[1]
