2023: EU approves introduction of digital citizen ID card

On June 29, 2023, the European Parliament and the European Council tentatively agreed on a bill on a digital identity card for a citizen of the European Union (eID).

The document is aimed at ensuring universal access for citizens, companies and organizations to secure and reliable electronic identification and authentication using a personal digital wallet on a mobile device, in particular on a smartphone. At least 80% of EU citizens are expected to be able to use digital identification to access key public services by 2030.

The EU approved the introduction of a digital identity card for a citizen

The text of the bill notes that the digital wallet should be produced as part of an electronic identification system with a high level of security. It is assumed that the issuance, use and cancellation of eIDs will be free for individuals. In addition, citizens will be able to use their wallet for free as a means of electronic signature.

On the basis of eID, it is planned to provide new services, including the formation of electronic registers. The platform provides for the application of a common technical architecture and regulatory framework, as well as general standards that should be developed by states within the EU. Thus, users will be able to rely on an improved ecosystem of electronic identification services recognized and accepted throughout the European Union.

To maximise alignment of the revised eID regulation with existing cybersecurity legislation, EU members will appoint public and private bodies accredited to certify digital wallets. It is noted that users will be able to restrict the transfer of personal data, determining only the set that is necessary to receive a specific service or to access a certain service.[1]
