2023: Launch of a service to provide data on property owners

The Federal Notary Chamber (FNP), with the support of the Mobile Professionals company, has developed and implemented the Certificate of the Presence of Information in the USRN service in the Unified Notary Information System. The solution was created on the basis of domestic software using Open Source technologies. This was announced in early July 2023.

If the applicant needs information about the surname, name, patronymic and date of birth of the copyright holder of a real estate object or a person in whose favor restrictions on the right or encumbrance of a real estate object are registered, such information, by virtue of the law, can now be obtained by submitting an application through a personal account on the portal of the Federal Notary Chamber.

Federal Notary Chamber launched a service to provide data on real estate owners

As Mikhail Mukovozov, Advisor to the President of the Federal Notary Chamber for Information Technology, noted, the service allows you to perform a notarial action to certify the fact that information is available in the USRN remotely. Now you do not need to personally contact the notary to get an extract, you can send an application in your personal account and receive a certificate from the notary and an extract in electronic form. Thus, the service for citizens in terms of obtaining information from the USRN becomes much more convenient, while ensuring the confidentiality of data, he said.

From March 1, 2023, the law introduced a new notarial action - a notary's certificate of the presence of information in the USRN (Unified State Register of Real Estate). The application is submitted in the personal account by the applicant, who may be an individual or a legal entity, while the notary act in the system is performed by a notary. Information about homeowners can only be obtained by persons who need this information reasonably - in order to make a transaction or protect their rights, etc.
