IT - "daughter" of "Rostec" sued 38.9 million rubles from a contractor who slipped b/c road cameras instead of new ones

On July 6, 2023, it became known that the National Center for Informatization (NCI), part of the state corporation Rostec, sued 38.9 million rubles from an IT contractor, who, under a state contract, supplied the equipment that was in operation instead of a new one.
According to CNews, we are talking about the purchase of photo and video recording complexes for road accidents. The corresponding agreement was concluded between the NCI and the Kirov regional state budgetary institution "Center for Strategic Development of Information Resources and Management Systems." The initial contract price was announced at 82.1 million rubles, but during the auction the amount decreased to 57 million rubles. The contractor was Korda Group LLC. This organization was registered in St. Petersburg on October 16, 2012: it belongs in equal shares to Maxim Blokhin and Alexander Chizhikov, who is its general director.
The Korda Group company supplied photo and video recording complexes, but they revealed hidden shortcomings that contradicted the terms of reference. It turned out that there is no functionality to create a controlled section to calculate the average speed of vehicles. Moreover, during an external inspection of the Copernicus-S complex, defects in the IR spotlight were found - dirt, scratches and the absence of a rubber seal. The disadvantages of the components of the Avtodoria 3.0 system were also revealed: these are traces of operation, scratches, contamination inside the protective cover of the power port, contamination inside the fastening elements, traces of fastening on the fastening places of the complexes.
As a result, on December 7, 2022, the NCI appealed to the Moscow Arbitration Court, which decided to terminate the contract with Korda Group and recover 38.9 million rubles from the negligent contractor. The defendant has the right to appeal.[1]
