On July 20, 2023, the State Unitary Enterprise "Fuel and Energy Complex of St. Petersburg" (State Unitary Enterprise "TEK SPb") plans to summarize the results of an open tender and select a contractor to carry out work on the creation and implementation of the geo-information integration system[1]. The initial contract price is about 835 million rubles.
As follows from the published terms of reference, the geo-information integration system is designed to collect, store, process, provide and visualize spatial data on the assets of the State Unitary Enterprise "TEK SPb," consumers of its services, objects of connection, conditions and environment of operation, including natural, technogenic, political, social, geographical and other factors.
State Unitary Enterprise "TEK SPb" is one of the leading heat and power companies in the North-West. It heats and supplies hot water to about 16 thousand houses in St. Petersburg, in which about 3 million citizens live. Among the company's subscribers are also social buildings - hospitals, schools, kindergartens, production facilities. The heating network system of the State Unitary Enterprise "TEK SPb" is the longest in the North-West of Russia and has over 4770 km of pipelines.
The objectives of the geoinformation integration system of the State Unitary Enterprise "TEK SPb" are to improve the efficiency of the main business processes of the enterprise. We are talking about ensuring a high-quality, reliable heat supply and a timely transparent process of technological connection to thermal networks by entering a single geo-information space and using a single set of automated tools for working with spatial data for all business processes.
The terms of reference indicate that the main purpose of the geoinformation integration system software:
- providing geo-information services and data for specialized corporate and industry automated systems, as well as for providing spatial data to external information systems of the FVFI;
- entry of spatial data related to the facilities of the State Unitary Enterprise "TEK SPb" and connected consumers, their visualization and analysis;
- information support for the activities of the headquarters of the enterprise/branches for prompt response to threats and the occurrence of emergencies and incidents of a natural, man-made and other nature and their elimination;
- information support of property management processes, asset management, prospective development and technological connection, construction of urban heating networks and industrial safety;
- information support of decision-making with continuous round-the-clock operational-technological (dispatch) management of the operation of power facilities of the enterprise.
One of the requirements for the system is that it should work on DBMS from among the products on the base. PostgreSQL
The project deadline is December 2028. They will be carried out according to the stages: implementation of the basic functionality module of the system, implementation of the dispatching and operation module, as well as integration with the ACS MR system, implementation of the modeling module and the last stage - pilot operation of the system.
