For this money, according to the regional prosecutor's office, Sergei Moskvin concluded state contracts for 190 million rubles with sanatorium firms and accelerated the payment period for them. According to the investigation, bribe-givers provided services for sanatorium-resort treatment of children with disabilities. In total, more than 6.5 thousand vouchers were distributed for a period of 18 to 21 days. Rest was provided in the sanatoriums "Lake Uchum" in the Uzhursky district, "Balsam" in Minusinsk and "Rodnik" in Achinsk. Bribes were handed over in cash, as well as in food packages and boxes of tomatoes under the pretext of gifts and thanks.

The director of the Lake Uchum sanatorium, according to the prosecutor's office, at the end of 2020 turned to Moskvin with a request to assist with contracts - to inform about auctions and "weed out" possible competitors. According to the investigation, the parties reached an agreement and concluded nine contracts for 120 million rubles. For this, Moskvin received 1.1 million rubles.

According to a similar scheme, the heads of the Rodnik and Balsam sanatoriums acted. As a result, the ex-head of the regional FSS received 200 thousand and 308 thousand rubles from them, respectively.

It is reported that bribes were transferred to the official in cash in his office, as well as in food packages under the guise of gifts and thanks. According to the prosecutor's office, Sergei Moskvin pleaded guilty and entered into a pre-trial cooperation agreement. During the investigation, he was placed under house arrest. The property of the accused, real estate, a car, money with a total value of over 14 million rubles was seized.[1]
