Fire on October 14, 2010

On Thursday October 14 in the center of Moscow in the territory of the Watch factory enterprise for the address Marksistskaya Street, 34, there was an explosion and further the fire which seriously damaged network infrastructure of a set of telecom operators, in particular, Comstar and MTT. As reported in data center "Polet of Communication", in connection with explosion and the fire at restaurant the data-center on the second floor 8 of the body and the telephone exchange of communication at the plant Flight was destroyed. All server and telephone equipment was filled in with water when flushing the building by firefighters from upper floors and is not subject to recovery. Accident was recorded at 6:30 a.m. in the morning by technical service, already 15 minutes later the mechanism on elimination of technical faults and ensuring temporary switching to alternative channels was started.^[1]

Since October 15 it was created and the new data-center in the 4th body of the plant and also a telephone exchange of communication functions. The new data-center is connected to 3 multi-conductor optical cables on different routes, equipped with the system of load distribution of a power supply on racks and two independent beams of the electric power. Laying of 2 200 vein optical routes to collectors is planned for Marksistskaya St. and Vorontsovsky with an output to optical crosses in the 4th body. Within 2-4 days it is going to reestablish telephone communication and the Internet at the plant "Weeds" and to begin connection of clients on new IP technology.

On October 14, 2010 at 06-15 in the building of location of our office and the communication hub to the address Moscow, Marksistskaya St., 34, building 8 there was an explosion of gas in the cellar of the premises of the Vietnamese restaurant "Blue River". As a result of explosion the wall between restaurant and the server hall in which the equipment of the communication hub of IncomTel Ltd and other telecom operators was located was destroyed.

The blast wave and the heated gases walked on all server premises in which the equipment of many large and average telecom operators was located. As result - the communication equipment continued the work in the mode of strong smoke and high temperatures during the long time frame until shutdown of power supply from substation and exhaustion of uninterruptible power supply units. The fire after explosion was thrown on the adjoining 10th floor building in which our office on the 10th floor was located. On happy combination of circumstances and thanks to work of firefighters fire was stopped in a corridor before doors of our office. We hurry to calm our Clients and Partners – accounting documents and office equipment in its most part remained. At the same time we ask to refrain from requests according to accounting documents till November 2-3, 2010 as in connection with moving it is not possible to provide operational preparation of documents.

Concerning operability of the communication hub we report what thanks to operational dismantling of the equipment from the server hall which was filled in with water from all higher floors worked well after a lot of work on cleaning, data recovery and testing of the equipment to launch service on October 16, 2010 for Clients and Operators on reserve IP-ceti.

Unfortunately, in connection with damages of the server hardware which is responsible for mail exchange we could not carry out mailing of casualty reports and bring our website to the alternative platform.

1) Instead of addresses 81.211.46.10 and 81.211.46.18 it is necessary to register address 217.76.35.10. At a possibility of use of several SIP servers it is better to add address 217.76.35.10 with the first priority. Addresses 81.211.46.10 and 81.211.46.18 will be recovered later.

2) Instead of address 81.211.46.17 it is necessary to register address 217.76.35.17. At a possibility of use of several SIP servers it is better to add address 217.76.35.17 with the first priority.

Work of the entering communication is recovered and as regards number capacity the service is recovered. For October 25, 2010 express speaker circuits communication are reestablished for 50%. To our regret, the Sovintel company until now did not recover accession on local telephone communication and therefore at a part of clients the entering communication is absent.

The main IP communication channel and network of addresses 81.211.46.1-256 it was also provided to STsS Sovintel LLC. At the moment we wait for recovery of this IP communication channel.

The management of IncomTel Ltd apologizes for a break in rendering services, but in the put force majeur situation the personnel of IncomTel Ltd did everything possible and impossible for operational recovery of service.
