Mishustin approved the issuance of preferential loans for the construction of ski resorts, amusement parks and water parks

Prime Minister Mikhail Mishustin signed a decree that included the construction of infrastructure for ski resorts, amusement parks and water parks in the concessional lending program. The corresponding document was published on October 19, 2023.

Within the framework of the innovation approved by the government, investors will be able to receive a preferential loan not only for the construction of hotels and multifunctional complexes, but also for the creation of year-round amusement parks, water parks and ski resort infrastructure, the press service of the Cabinet of Ministers clarified.

Funds can be directed to the construction or reconstruction of such facilities. At the same time, amusement parks and water parks should be designed for 1 million visitors per year, and ski resorts - for 450 thousand visitors per year. These indicators must be achieved two years after the commissioning of the facility.

The new regulation also provides for the possibility of subsidizing a syndicated loan. This will reduce and distribute the burden between authorized banks and allow for larger projects.

Expanding the parameters of the program will help attract new investors to the industry and stimulate the creation of high-quality tourism infrastructure, the government expects.

The program for issuing preferential loans in the field of tourism was launched by the government in 2021 and initially extended only to the construction and reconstruction of hotels and multifunctional complexes. Russian President Vladimir Putin instructed the government to ensure an increase in the share of preferential loans provided under this program, and to include in it the provision of preferential loans for the construction of amusement parks, water parks and ski resort infrastructure.

To prevent accidents, it is necessary not only to unify the rules, but also effective control mechanisms. A single register in this regard can help, he said. - So, at least, the number of illegal entertainment will be minimized.

In 2022, 17 incidents on attractions were officially registered, Alexey Gavrishev, a lawyer and managing partner of AVG Legal, told Izvestia. For example, in Orenburg, 20 people were injured in the fall of the carousel, a 17-year-old girl died in Orel. According to the lawyer, rescuers are not called to many accidents, so they cannot be taken into account in statistics.

As the head of Itleaders, Yegor Klopenko, noted, this industry in Russia is still undeveloped: there are few high-quality attractions anywhere - mainly these are either remnants of Soviet or cheap Chinese options. It is necessary not only to tighten security requirements, but also to develop investment programs that could allow the implementation of new high-quality projects, he added.[1]
