On September 11, 2023, it became known that the Ministry of Transport of the Russian Federation is creating a unified parking space system and digital registers of parking spaces. For this project, the ministry attracted the subordinate Agency for Road Transport (Rosavtotrans).

As part of the tender for 5.3 million rubles, which is conducted by Rosavtotrans, it is planned to monitor and "analyze the pace" of parking space in cities, develop proposals for the inventory of parking lots and the maintenance of their digital registers, Kommersant reports.

The Contractor will prepare "scientifically based proposals" for the creation and development of systems of a single parking space in cities, their management, as well as recommendations for "regulatory and legal regulation and methodological support" of parking lots. The results of the work will be used by regional, municipal authorities, as well as road owners, including for approving tariffs at paid parking lots.

Rosavtotrans believes that an integrated approach should be taken when organizing parking spaces. The terms of reference for the tender say that the street and road networks of cities in the country have not changed since the 70s and 80s of the last century. In those days, roads were designed taking into account a fleet of 170-180 cars per 1,000 inhabitants. At the moment, this figure has increased to 250-340 cars. Because of this, the average speed in cities fell by an average of 40%. In large cities, it is 20-40 km/h, and in megacities - 15-30 km/h.

The procedure for the formation of a clear and clear parking policy, especially in large municipalities and cities, must be started precisely from the methodological base, - Mikhail Yakimov, director of the Institute for Transport Planning of the Russian Academy of Transport, comments on the initiative of the Ministry of Transport. - It is necessary to make it as universal as possible, without loading the municipal authorities with the obligation to maintain registers and spend money on creating expensive information systems[1]
