Administration of Krasnoyarsk Krai (Ensemble)

The InterSystems company announced end of the first stage of the project on development of the integrated information system of administration of Krasnoyarsk Krai. Actually the works were completed at the end of 2006.

In the Krasnoyarsk administration, as well as other similar structures, a large number of various information systems which support management processes of different departments is used. It leads to multiple accounting of the same objects, opacity of management processes, failure to follow orders of the governor and his deputies, to financial losses, to impossibility of proper control.

The choice of a technology platform which would allow to solve this problem was performed according to the results of the tender. As a result a choice was made for benefit of the Ensemble software product from InterSystems. In an area of responsibility of InterSystems company development of three information systems from four stated in edge tender lay:

• system of maintaining uniform territorial reference books and qualifiers (AIS of the EU),
• the centralized data warehouse and the register of information resources of a single edge information system (AIS IR) and
• improvement of an edge system of electronic exchange and data collection (ASSD). The Edge Information and Analytical System (EIAS) was developed by Prognoz company.

Within creation of uniform IT infrastructure of regional administration the basic technology was developed for integration of the information systems used in regional administration. For the solution of this task and also for the ensuring efficiency, quality and accuracy of the data and reports received from different departments the comparable description of control objects and maintaining the uniform normative reference information was provided. The technology allowing to expand based on the information systems which are already operated in administration in the future a circle of solvable tasks, including to perform monitoring of critical indicators on a social and economic situation in the region is created. The solution of a number of specific objectives which are important for preparation of the draft budget, control of parameters of social and economic development of edge and some other tasks at which solution integration of IT resources of administration is required is proposed.

Technology these tasks were solved within the single integrated system of the AIS KrAI constructed based on the integration Ensemble platform. At the moment the project is put into trial operation.

Sapozhkov Igor Ivanovich, the head of development department of IT department of planning and economic development of Administration of Krasnoyarsk Krai, told that attempts to create similar IT systems repeatedly were made and earlier. But still they were tried to be built based on the uniform data warehouse which "knows everything about all and always". As a rule, such storages are under construction based on relational DBMS. However "that the storage comprises both primary information, and data of limited access, and the aggregated information it turns out extremely big on volume, very heavy in administration, extremely exacting to "iron" that conducts to the fact that these solutions are most often not viable", I.I. Sapozhkov told.

According to it applied in this project approach uses qualitatively a different approach - developers did not interfere with internal problems of informatization of separate departments and agencies of administration but only they on the approved formats through departmental data marts received sets of already aggregated data in the centralized storage, but if necessary could address directly departmental information systems for obtaining primary data.
