Administration of the Karachay-Cherkess Republic (electronic government)

Rostelecom and Administration of the Karachay-Cherkess Republic signed the Agreement on cooperation on creation in the Republic of a regional segment of "the electronic government". The agreement was signed by the Prime Minister of the Karachay-Cherkess Republic Muradin Kemov and the Vice president – the director of the Southern branch of JSC "Rostelecom" Afanasyev Alexander.

According to the signed Agreement, the Parties together will create in the Republic regional infrastructure of Electronic government based on the solution developed by Rostelecom and also will begin collaboration in transfer to an electronic form of services of regional public authorities and local government.

The solution for creation of a regional segment of infrastructure of "the electronic government" developed by Rostelecom allows each territorial subject of the Russian Federation to create a basis of such infrastructure in the region, to provide its integration with a federal segment and also gives the chance of receiving services of regional authorities by inhabitants of the region via the uniform portal of public services www.gosuslugi.ru.

Distinctive features of the solution developed by Rostelecom are its compliance to the uniform technology policy accepted for creation of infrastructure of Electronic government and also observance of all necessary requirements for information security and personal data protection. The solution contains a full range of the services and technologies necessary for a possibility of rendering services in electronic form by regional authorities.

According to A. Afanasyev, "implementation in the Karachay-Cherkess Republic of the solution developed by Rostelecom allows to create as fast as possible a regional segment of "the electronic government" and to integrate it with a federal segment. As a result inhabitants of the Republic in only several months will be able to receive in electronic form services of authorities of federal, regional and municipal level".

According to the Decision of the Government of the Russian Federation Rostelecom is the only contractor of actions of the Federal target program "Electronic Russia" regarding design and creation of infrastructure of the electronic government.

Within the program Rostelecom performs consolidation of regional, federal and industry data in one steadily functioning mechanism of the processing and information exchange received from different government institutions. Infrastructure of Rostelecom – secure channels of communication, data processing centers, etc. and also experience of accomplishment of large national projects, allow the Company to implement successfully the project of creation of the electronic government both on federal, and at the regional level.
