The problem of low energy efficiency of all Russian economy is known. The Housing and Communal Services (HCS) belong to such sphere of economic activity where the cost of energy resources occupies about 80% of the general cost value. At the same time the energy efficiency of infrastructure of the Russian housing and public utilities does not maintain criticism:

  • losses in the system of heat supply reach 60%;
  • utility infrastructure of the Russian housing and public utilities represents "a black hole" where huge energy resources completely disappear;
  • besides losses and because of the outdated electric networks and lighting instruments are big.

Accepted on November 23, 2009. The act of the Russian Federation "About Energy Saving..." put end under long-term discussions and beliefs itself that it is necessary to be engaged in energy saving and increase in energy efficiency after all. Here comparative digits on specific heat rate and on power consumption of GDP:

  • Sweden, Finland — 140 kW • h/sq.m;
  • Germany — 250 kW • h/sq.m;
  • Russia:
    • the brick house — 400 kW • h/sq.m;
    • the panel built house — 600 kW • h/sq.m;
    • a one-marital home — 700 kW • h/sq.m.

  • Power consumption of GDP in Russia:
    • in 2... 3 times are higher, than in the USA;
    • is 3.5 times higher, than in Western Europe.

The problem of increase in energy efficiency for national economy became priority. According to the Russian Center for effective use of energy the Russian potential is 45% of complete consumption of primary energy. At the same time more than 70% of the general potential of energy saving of the country are concentrated in the field of efforts of the housing and public utilities enterprises.

The current state policy in the field of energy efficiency and energy saving is directed on the one hand, to toughening of measures of fight against inefficient use of energy resources, with another — to stimulation of programs of increase in power efficiency and energy saving.

It is possible to say that now the main normative engines and control methods and managements of energy efficiency are legislatively fixed. The requirements obligatory for accomplishment by all power-intensive enterprises and participants of the housing-and-municipal market are introduced. The law designated the first-priority directions of increase in energy efficiency, implementation time of key actions, forms of punishments careless and the encouragement aiming.

Housing and communal services industry as a point of application of the main efforts is directly not selected in the law. Nevertheless, practically all spheres of energy saving selected with the Law belong directly to housing and public utilities. On another also cannot be as the housing and public utilities directly provide activity of the housing sphere which is a third of national property and provides activity of a considerable share of other property (industrial enterprises, the service industry, objects of the budget sphere).

State policy and legislative support on its implementation are. For the real solution of the standing tasks technologies, methods, tools and an operating time of practice of their application are necessary.

The main directions of efforts in increase in energy efficiency

Consideration of technologies for creation of the materials and the equipment providing the maximum mode of energy saving of new design methods and operation of funds undoubtedly is important for increase in energy efficiency of housing and public utilities. Let's talk about IT technologies which provide us with information for the organization of process of management of energy efficiency.

The set of the research and production companies sped up the work on creation of the materials, the equipment providing the maximum mode of energy saving. New design methods and operation of funds are implemented into production and construction. There took place experimental check and mass construction of housing on technology of the energy efficient "passive house" is planned.

Construction new it is good, but it is worth to remember that the bulk of housing stock and utilities in the field of housing and public utilities are put into operation long ago and the bulk of tasks of increase in energy efficiency concerns this sector.

Creation of the End-to-end System of management of energy efficiency requires the solution of the following tasks:

  • Accounting of energy resources in real time. Determination of the parameters characterizing a status of energy resources and factors, affecting effective management of energy resources in real time.
  • Status monitoring of the infrastructure supporting production processes, deliveries and consumption of energy resources in real time. Determination of the parameters characterizing a status of all power infrastructure in general and the factors affecting effective management of energy resources in real time.
  • Use of the factors defining effective management of energy resources. Decision making for accomplishment of the following functions:
    • preparation of development plans for power infrastructure,
    • preparation and program implementation of improvement of energy efficiency,
    • preparation and program implementations of energy saving,
    • management of development of power infrastructure.
    • Control of execution of the made decisions.

  • Assessment of results upon implementation of the made decisions.

Let's look what types of information systems should be put into practice for creation of an end-to-end system of management of energy efficiency and implementation of above-mentioned tasks.

The basis of a pyramid is SCADA (supervisory control and data collection)

Consumption control systems (collection of data on consumption) — the bottom level of our pyramid. Work directly with metering devices. Various means of communications allow to project and build the compact and reliable systems of consolidated acquisition of indications from metering devices. These systems create and store information on parameters of the consumed resources and their volumes. The number of the parameters which are giving in to processing directly depends on characteristics of metering devices. Monitoring of a current status of energy consumption is necessary. It provides with data all other levels of an end-to-end system of management of energy efficiency.

The ASCAPC — the electric power fiscal metering system

Many systems of this class are presented at the market at the moment of time; most often they are developed by producers of metering devices. Therefore their choice is dictated by with what metering devices this system can work. Unfortunately, it should be noted that so far only the few systems of this class are able to work with different types of counters at the same time. But development in this direction goes very in high gear.

We pass to the third and fourth level of our pyramid at once. The market of software products for creation of the accounting systems, including the class ERP, and decision making support systems is rather widely presented at the market. The most widespread drawing solutions for housing sector are implemented in programs of 1C Company. It is possible to carry to advantages of this software: an optimal combination of the price and product quality, coordination of solutions to the Russian legislation, a large number of the specialists knowing a product. At the moment time the technology of manual entry of aggregated data about the consumed resources in the systems of the 3rd level of the provided pyramid is most often used. There is a small amount of implementations unique (individually developed under the customer) the systems of this level. The end-to-end system of energy efficiency combines in itself the functionality which is available in the systems of the SCADA level and ERP systems.

  • The assistant to installation of counters is added. The assistant allows to simplify installation of counters on buildings, entrances, premises and personal accounts. On the installed metering devices it is possible to enter initial indications at once and to make purpose of service to personal accounts;
  • Not Use Functionality of Housing and Public Utilities setup allowing the user who is not working with the block of housing and public utilities not to occupy the user license is added;
  • individual preferences for distribution of payment by p/a and lease agreements respectively are added to the documents "Payment Registration" and "Registration of the Rent";
  • the feature for a design of return to the owner of the personal account or the tenant who is excessively paid for housing and communal services of the amount is added. Automatic formation of documents on cash write-off from the checking account or from cash desk of the organization is provided in documents;
  • the new document intended for manual debt adjustment of the personal account is added to a configuration of settlement;
  • for convenience of work of users new reports are added to a configuration: "The report on buildings", "The report on premises" with a possibility of information output about owners, "The report on monthly payments". The report "The report on personal accounts" is updated;
  • the program is updated to release 1.3.12.1 of a standard configuration 1C:Enterprise 8. Management of manufacturing enterprise.
