The AIS "State Order of the Oryol Region" is put into operation since September, 2010

"The state order of the Oryol region" is complete the project on implementation of the automated information system (AIS). Possibilities of a new system provide efficiency of carrying out purchases and increase efficiency of use of budgetary funds. The Department of economy of the Oryol region acted as the project orderer, the contractor – the Russian company NAUMEN.

On September 1, 2010 the new information system was brought into operation. Its main users are over 800 state customers of the Oryol region: main managers and receivers of budgetary funds, staff of authorized and regulatory authority. A system allows customers qualitatively and at the scheduled time to perform the procedure of order placement on delivery of goods and rendering services, including stages of distribution of the budget for receivers, planning, preparation and carrying out purchases. Using possibilities of an information system, customers can conduct procurement by holding open competitions and auctions, public electronic auctions, a quotation request of the prices and also by order placement at the only supplier.

The AIS supports two options of order placement: the centralized placement through authorized body and order placement directly receivers of budgets when carrying out purchases by a quotation request of the prices. In the first option state customers can carry out purchases also in the form of joint biddings.

Collecting, storage and information processing about purchases in the single database give the chance without additional costs to receive any reporting on the course of process of purchases at the moment of time and for any period. Having up-to-date data, experts in the field of purchases can carry out the comprehensive analysis of the held auction, calculate efficiency of purchases by different methods, estimate an environment of the regional market. These reports — analytical, statistical and so forth — are used for improvement of processes of placement and execution of state orders.

With implementation of the AIS customers received the tool allowing to execute the automated control of existence of the selected limits of budget commitments at order placement and to reserve the necessary amount for the subsequent financing of purchases. Information on limits arrives from the system of drawing up and execution of budgets of the Oryol region which is integrated with the AIS of purchase management. If when checking the volume of the limits provided under the certain article is insufficient for financing of the contract, a system will not allow the customer to create financially unsecured request for order placement. Maintaining along with the register of public contracts of the register of civil agreements (with the price to 100 thousand rubles) gives the chance to obtain the complete information about the available and reserved budgetary funds. In 2011 with introduction of the all-Russian website of purchases the area will not lose control of use of budgetary funds when purchasing: all orders will still pass through the AIS which will interact with the official site of the Russian Federation.

The AIS provides conducting electronic document management between participants of the procedure of order placement with control of the statuses of documents. The error probability is minimized due to formation of electronic documents on uniform templates. Using templates, procurement experts in a short time create not only notifications and protocols, but also the tender documentation, documentation on auctions, orders, cover letters, etc. The electronic digital signature (EDS) is applied to protection of documents.

As a result of system implementation suppliers of goods and services have an opportunity to regularly obtain up-to-date information about new biddings (the possibility of a subscription of suppliers for declarations of new purchases on the interesting commodity groups is implemented). Significantly participation of suppliers in quotation requests with the advent of function of submission of the quoted bid electronically became simpler.

Department of economy of the Oryol region (adm.orel.ru, goszakupki-orel.ru) — body of the executive government of special competence of the Oryol region. Performs functions on development of regional policy, normative legal regulation and also law-enforcement functions in the field of investment development, order placement for the state needs, social and economic development of the region, the foreign economic and interregional relations, trade and consumer resources and also performs functions of authorized body on order placement for state customers.
