Depot of non-transactional client electronic documents (NKD Depot)

Developing retail business, banks use modern means of self-service of clients, basic of which it is possible to consider the systems of the remote banking (RB) and ATM network. For use of such services the client purchases the corresponding banking products and signs the agreement in which all working conditions are stated with bank, at the same time for the RBS systems additional authorization of actions (a session key, the certificate of the electronic digital signature, the one-time SMS password), and is necessary for the ATM – the plastic card emitted by bank protected by the PIN code. Each action should be authorized by the user, is confirmed with bank and recorded that minimizes risks of judicial proceedings.

When the bank sets before itself the purpose of expansion of the retail sector of the business, efforts on control of growth of operational loading in offices of bank by transfer of actions of the client for management of parameters of retail banking products to channels of remote self-service are economically justified. For example, for a banking product Credit card prolongation of validity period of the loan agreement, increase in a credit limit, the application for early repayment, the application for closing of a card, replacement like the plastic cash card (for example, Visa Classic on Visa Gold), etc. can be actions of the client which are reasonable to transferring to remote canals. Each action should be followed by the relevant document signed by the client. Such documents are characterized not only the mass character, but also need of long term of storage (not less than five years). Against the background of such requirement distinctive feature of the available means of remote self-service and the processing systems is their impracticality to full-cyclic processing of the orders of the client which are not generating financial transactions, so-called non-transactional documents, especially regarding long-term storage of the electronic document and ensuring its legal importance. The complete solution of a problem of the centralized processing of the non-transactional documents arriving from different sources not only will reduce operational load of offices of bank, but also will make use of banking products convenient for the client that as a result to profitable both parties.[1]

The mentioned task can be solved by reference of the main functionality on processing and long-term storage of non-transactional documents in an area of responsibility of a special applied information system. The Laboratory of Modular Automation company developed the specialized solution of "Depot of non-transactional client electronic documents" for the solution of this task (further – NKD Depot).

NKD depot is intended for business process automation, connected with remote bank customer service regarding processing and long-term storage of orders of the client which mention any parameters of banking products, but do not generate cash flow. At the same time the legal importance of non-transactional electronic documents is provided.

The generalized scheme of a task is provided on the drawing and the NKD Depot place in it is defined.

NKD depot should accept information on non-financial action of the client – to receive "the receipt of non-transactional transaction", to create the electronic document on its basis, to sign it with the EDS of the authorized employee of the bank, to place the electronic document for long-term storage and to initiate processing of orders of the client in the corresponding business systems. For example, when processing the statement of the client connected with increase in a credit limit on the credit card, the request should be processed by a scoring system, the answer should be received further from bureau of credit histories and the final decision by the credit department specialist is made. The functional structure of NKD Depot is provided in fig. 2. At creation of a specific system adaptation of the standard solution – support of specifics of bank is provided (accounting of features of the RBS systems, processing, the front - and middle office, the core banking system, archive of client files; accepted standards of information security, etc.).

During the work of NKD Depot particular importance is attached to the "receipt of non-transactional transaction" received from remote servicing systems which should contain the following information: the statement of the client, data on a session key or a different way of the authorized action of the client, the information about the user supplied about the user's session. For giving of the legal importance of such receipt of NKD Depot should create the special electronic document. Parameters of the client made by him actions and also time and the place of operation will become its details. "the receipt of non-transactional transaction" will be contents of such document, and the digital signature under the electronic document will be appended by the authorized employee of the bank.

Functional structure of "Depot of non-transactional documents":

Authorized employees of the bank can work with NKD Depot according to the set access rights: look for electronic documents, receive reports and reports, to create selections, etc. In case of judicial proceedings the electronic document "receipt of non-transactional transaction" according to the regulations set in bank is printed by the authorized person, certified it by the sign manual and joins legal case materials.

Thus, NKD Depot provides full-cyclic processing and long-term storage of non-transactional documents within dynamically extending business of bank. Besides, NKD Depot allows to fill up the file of the corresponding client automatically. Development of retail business of bank is gained by the necessary technological support which is combined with practical support of activity of bank lawyers and collectors.
