Moscow data center deploys video analytics system to control atypical behavior of drivers for 285 million rubles

In October 2023, the Center for Traffic Management (DPC) of Moscow announced a tender for the creation of a video analytics system to control the atypical behavior of drivers. It will be called "PROSobitie." 285 million rubles were allocated for the implementation of the project.

According to Kommersant, citing public procurement materials, the contractor will have to carry out work "to create a unified automated system for aggregating and processing information on incidents on the road network." It is assumed that the neural network will be able to recognize abnormal situations that are not formally traffic violations. The documentation mentions incidents such as:

  • "intrusion of a vehicle into a prohibited area";
  • "pedestrian intrusion into a restricted area";
  • "recording the accumulation of vehicles moving at an average speed significantly lower than the normal speed for a given section";
  • "the movement of the vehicle at a speed well below the speed of the main flow."

The PROevent will receive data from video analytics cameras located on the Moscow Ring Road and other major highways, as well as from television cameras of the data center, from complexes of the photo and video recording system and other sources. The data center clarified that this system is not intended to fix the violation of drivers. But thanks to the "PRO event," experts will be able to respond faster to all incidents, notify motorists about changes on the roads, as well as receive analytical and statistical reports.

By the end of October 2023, the data center has at its disposal more than 3800 complexes for fixing violations and about 5700 different television viewing cameras. The new system will allow combining the platform created by Spetsdorproekt and data from other city cameras, the newspaper notes.[1]
