2024: Enactment of Law Establishing Registry

At the end of July 2024, it became known that the State Duma of Russia adopted in the second and third readings a law on the development of creative industries, providing for the creation of a single register of subjects of the creative economy. The document, initiated by a group of deputies and senators, introduces the basics of legal regulation and establishes the conditions for activity and state support in this area.

According to TASS, the new law enshrines the concept of "creative industries" as economic activity related to the creation, distribution and implementation of unique products with economic value. These include the results of intellectual activity, as well as products, services and works, the cost of which is largely due to the use of intellectual property.


The legislation defines four main types of creative industries. The first is associated with the use of historical and cultural heritage, including folk art crafts and crafts. The second covers the creation and use of works of literature and art, including performing activities. The third type refers to the field of information and telecommunication technologies, including software development, creation of computer games, advertising and media activities. The fourth species is applied creativity, covering design, architecture and gastronomy.

The unified register of subjects of creative industries, the creation of which is provided for by law, will contain information about individuals and legal entities, as well as about individual entrepreneurs who meet the established criteria. The procedure for the formation and maintenance of the register will be determined by the Russian government.

The law establishes criteria for obtaining state support by subjects of creative industries. Applicants must be registered in Russia, carry out activities in the country, correspond to one of the established types of creative industries and be included in the register. In addition, they should not have overdue debts on previously provided budget funds or mandatory payments.[1]

2023: Registry creation begins

At the end of October 2023, it became known about the work on the creation of a single register of creative industries in Russia. The initiative is designed to streamline the work of the sphere and provide support measures.

The government will establish the procedure for the formation and maintenance of the register, including the composition of information included in it about the subjects of creative industries, and will also determine the authorized executive body, which will be responsible for the development and implementation of state policy in this area, according to the bill "On the development of creative (creative) industries in the Russian Federation." The document was submitted to the State Duma by a group of senators and deputies headed by the first deputy chairman of the State Duma Committee on Economic Policy Denis Kravchenko (United Russia).

A unified register of creative industries will be created in Russia

According to Kravchenko, the register will be kept by the Ministry of Economic Development, the same department will receive powers to work with creative industries. The ministry "it's time to concentrate on innovative directions for the Russian economy," the deputy said. According to him, by October 2023, certain powers are scattered between different departments, as a result there is no person responsible for the task. In the regions, issues that can be attributed to the sphere of regulation of the projected law are supervised by different departments, complains Kravchenko:

In July 2023, Prime Minister Mikhail Mishustin signed a decree that expanded the list of professions and positions that belong to creative ones to 236. The list includes such professions as television administrator, artist, buffoon clown, trainers, ballet dancer, circus orchestra musicians, choir artists, vocalist, fashion designer. In addition to them, the list includes assistants to the sound engineer, conductor, cameraman and other professions. The decision will also affect producers, editors, cameramen, correspondents and other creative figures.
