2023: U.S. Sanctions

On November 7, 2023, the Bureau of Industry and Security of the US Department of Commerce announced the imposition of sanctions against seven individuals and three companies that, according to the American authorities, are involved in the illegal export of military electronics to Russia. The blacklist includes:

  • Vladimir Bochkarev (citizen of the Russian Federation);
  • Pavel Chernikov (citizen of the Russian Federation);
  • Ekaterina Vetoshkina (citizen of the Russian Federation);
  • Oleg Zhenchenko (citizen of the Russian Federation);
  • Nikolay Goltsev (citizen Canada);
  • Christina Puzyreva (Canadian citizen);
  • Salimjon Nasriddinov (U.S. citizen);
  • SH Brothers (incorporated in the United States);
  • SN Electronics (USA);
  • Suntronic (UAE).

US imposes sanctions on citizens and companies responsible for illegal trafficking in military electronics

According to the prosecution, the listed citizens conspired to export millions of dollars worth of dual-use electronics from the United States to Russia without appropriate licenses through the use of the mentioned companies. In addition, individuals were charged with charges, including conspiracy to violate the law on the reform of export control.

All seven sanctioned individuals in the Eastern District of New York faced several charges, including conspiracy to violate export control reform law. Goltsev, Nasriddinov and Puzyreva were arrested on October 31, 2023.

The indictment says SH Brothers made $7 million in purchases. Goltsev and Nasriddinov conducted operations through her and SN Electronics, they carried them out on the instructions of Bochkarev, Chernikov, Vetoshkina and Zenchenko. They legalized the acquired electronic components and sent them to Russia through intermediary corporations (Suntronic was among them) from Turkey, China, India and the UAE. Bubble was responsible for financial transactions in the scheme.[1]
