2023: Prison sentence for embezzlement of 1.5 billion rubles

In October 2023, the Lefortovo District Court of Moscow sentenced the ex-leaders of Bank Premier Credit to real terms, who were accused of embezzling bank funds on an especially large scale - 1.2 billion rubles. Among the accused are the beneficiary Ilya Rayevsky, the first vice-president Alexander Yurkovsky, the deputy chairman of the board Marina Kostsova and the chairman of the board Nadezhda Boyko (Artemova).

The Deposit Insurance Agency (DIA) reports that the court sentenced the defendants under Part 4 of Art. 160 of the Criminal Code ("Appropriation or embezzlement committed by an organized group") to imprisonment for terms of three and a half to five and a half years. In addition, the first instance satisfied the claim of the state corporation in the interests of the bank in the amount of 1.16 billion rubles. The arrest imposed on the property of the convicts was preserved to ensure the execution of the sentence in part of the civil claim. Initially, the DIA filed an application with the Moscow Arbitration Court to bring 21 persons who controlled PJSC Bank Premier Credit to justice in the form of recovery of losses in the amount of 1.7 billion rubles.

This is the second attempt to convict in this criminal case. In August 2022, the judge returned it to the prosecutor due to existing shortcomings. The reason for this, in particular, was the lack of data in the indictment in the case on who owns the funds stolen in the bank; the method of embezzlement or appropriation is not described in detail, as well as the official powers of Ilya Rayevsky.

The DIA recalls that the Central Bank of the Russian Federation revoked the license from Bank Premier Credit because "the use of a high-risk credit policy led to the emergence of grounds in its activities for the implementation of measures to prevent insolvency (bankruptcy) and created a real threat to the interests of its creditors and depositors."[1]
