In Belarussiya's Ministry of Internal Affairs next stage of implementation of Case

In the Ministry of Internal Affairs of Republic of Belarus the step-by-step organization of a system of corporate electronic document management of law-enforcement bodies based on the EDMS "DELO" developed by Electronic Office Systems (EOS) company proceeds.

Creation of uniform technology of work with documents in central office of the Ministry of Internal Affairs of RB, Main Department of Internal Affairs of the Minsk city executive committee, the regional Departments of Internal Affairs and the Department of Internal Affairs on transport of the Ministry of Internal Affairs of RB became a problem of the next stage.

Among the expected results – performance improvement of work of office work personnel, improvement of workmanship of management decisions, reduction of terms of passing of documents, reduction of the labor costs connected with copying and scanning of paper documents and timely informing users on receipt new documents and other events in the field of work with documents. Also it was supposed that at this stage unification of interdepartmental office-work will be reached and the principle "single information input and its repeated use" is implemented.

Works began with inspection of the operating system of office-work and practice of work with documents on three basic objects: Main Department of Internal Affairs of the Minsk city executive committee, the Department of Internal Affairs of the Minsk regional executive committee and the Department of Internal Affairs on transport of the Ministry of Internal Affairs of RB. The research of an organization structure and basic functions of structural divisions was conducted, instructions for office-work of the organization are studied, roles of office work divisions, the rights and duties of certain workers are revealed. Further technologies of passing of documents were studied, the operating control systems of execution of documents are investigated and the analysis of volume of document flow on different document groups and divisions is carried out.

According to the results of inspection the system of corporate managerial document flow of the Ministry of Internal Affairs of RB based on EDMS "DELO" which includes several independent circuits geographically distributed Department of Internal Affairs with standard technology of preprocessing of documents in EDMS is constructed.

Necessary training of employees in work with a system is also provided. Users were united in groups according to the functional duties executed by them; the special technique including all necessary information on the automated document handling is developed for each of groups.
