2023: Agreement on the payment of 2.5 billion rubles compensation for deforestation in the Sochi National Park

In early December 2023, the details of the conciliatory agreement concluded between the Prosecutor General's Office of the Russian Federation and Turyev Khutor Development LLC in the framework of the case of illegal deforestation in the Sochi National Park became known. Under the terms of the contract, the company will pay compensation in the amount of 2.5 billion rubles.

The organization "Turyev Khutor Development" was created in 2022 and was originally called LLC "Valley Vasta Development." As of the end of 2022, almost 95% of the enterprise belongs to the Cypriot company Interrosa Vaitliv Holdings. The ultimate beneficiary is Vladimir Potanin, who also owns the Rosa Khutor ski resort.

In 2022, Turyev Khutor Development rented land plots in the Sochi National Park for 49 years. We are talking about an area of ​ ​ 1.2 million square meters in the Krasnopolyansky forestry. For lands, the type of permitted use "recreation (recreation)" is determined. However, in the summer of 2023, the company cut down 9 hectares of forests on leased lands for the construction of hotel complexes. The prosecutor's office came to the conclusion that Turyev Khutor illegally "destroyed entire ecosystems": a solid felling of especially valuable rocks was carried out: this is Caucasian fir, highland maple, black alder and eastern beech.

According to Kommersant the newspaper "," the total damage was estimated at more than 2.5 billion rubles, but of this amount, the Sochi National Park will receive only 100 million rubles. With this money, it is necessary to "develop and implement programs to compensate for the negative impact" due to the activities of Turyev Khutor Development. The rest of the compensation will go for "socially useful and public purposes." Thus, 2 billion rubles will cost the construction of a lyceum school in Krasnaya Polyana for 1.1 thousand students with a "specialized ski department" and "infrastructure for training using advanced technologies of the educational center Sirius." Another 309.8 million rubles will be spent on the modernization of the city hospital in Krasnaya Polyana and on the construction of an ambulance substation in the village of Estosadok. Approximately 150 million rubles are allocated "to finance the research work of headquarters," created by the regional authorities and Sochi officials.^[1]
