2023: Sentence - 4.5 years in prison for embezzlement

In December 2023, the Tushinsky District Court of Moscow found Grigory Matyunin guilty of embezzlement of 236.1 million rubles from the funds of the National Corporation Bank and sentenced the former chairman of the board of the financial organization to four and a half years in prison for especially large embezzlement (part 4 of article 160 of the Criminal Code). The state prosecutor requested four years in prison for Matyunin. The court also satisfied the civil claim of the Deposit Insurance Agency (DIA) and recovered the entire amount of damage from the banker in the case.

The investigation and the court found that the money from the "National Corporation Bank" was withdrawn by issuing deliberately bad loans. Investigators opened a criminal case on embezzlement in 2020 at the request of a representative of the DIA. An employee of the corporation insisted: the bank's management issued loans to companies and individuals, which led to the collapse of the bank with debts to depositors in the amount of 1.7 billion rubles, Kommersant writes.

At first, the investigation was conducted against unidentified persons, and the top managers of National Bank, including Matyunin, were witnesses on it. In April 2021, the banker was changed to a suspect and detained. According to the newspaper, the investigation did not prosecute other bank leaders, as it considered that they did not know about Matyunin's real intentions.

The criminal case of a particularly large embezzlement was initiated on June 11, 2020. The National Corporation Bank lost its license in March 2016 due to violations of banking legislation and a decrease in the size of its own funds below the minimum value, as well as involvement in dubious transactions. The newspaper recalls that since 2019, the DIA in the Moscow Arbitration Court has been trying to recover from four top managers who controlled the National Sea Bank, including Grigory Matyunin, about 900 million rubles as compensation for losses caused to the credit institution.[1]
