2017: GORSED on the CASE platform

On February 15, 2017 the company KS-Consulting announced the next stage of development of internal electronic interaction in local government authorities of the city Barnaul, administrative center of Altai Krai - in 2016 on the platform EDMS "CASE" is created gorsed – the system integrating document flow of all local government authorities of the city district. The project is implemented with the assistance of KS-Consulting company.

The local network designed in the building allowed to begin planning of large-scale development of EDMS. Financing of the project the municipal subprogramme provided Electronic municipality (it is approved as the resolution of city administration of Barnaul No. 1671 of 8/5/2014 "About the approval of the municipal program "Improvement of Municipal Management and Development of Civil Society in the City of Barnaul for 2015 - 2018").

Specialists of committee of informatization of city administration of Barnaul (with the assistance of KS-Consulting company) develop the development strategy EDMS including optimization of office-work and document flow and also functional development of electronic interaction.

Consolidation within gorsed document flow of the local government authorities using earlier own copies of the CASE system or other systems is planned. Within 3 months to gorsed 19 organizations – only about 130 users are connected.

Process of reorganization and improvement of the operating information systems always requires step-by-step, laborious, not only technical, but also methodical work and also impressive costs of working time of specialists. But already now it is possible to speak about the first results of the large-scale work on creation integrated gorsed in the city administration of Barnaul which began in 2016. Capacity of a system grew more than by 250 jobs, there is a systematic retrofitting of committees and administrations of districts of the city the subsystems of EDMS "DELO" necessary for building of a single system of electronic interaction. New users, new opportunities

October 15, 2015. Development of an electronic document management system in local government authorities of the city of Barnaul continues more than 10 years.

Now^[1] users of EDMS "DELO" are about 30 organizations performing functions of municipal management in the territory of the city district Barnaul. In the current year many of these organizations carried out planned dozakup the user jobs, purchased additional options to EDMS and also carried out works on expansion of sections of automation. Among these clients – Committee on Education of the city of Barnaul. Delivery of the software, implementation and the general consulting support of this project are performed by KS-Consulting company.

Step-by-step implementation of EDMS in the system of municipal management of the city district Barnaul began in 2005. "CASE" which at that time already was de facto the regional standard became the software product based on which were created by EDMS in municipal structures. This development of the Moscow company EOS Group actively was implemented in authorities of Altai Krai (in Regional administration and the subordinated organizations).

At the municipal level the first specialists of the office of the city administration began to use "CASE" for workflow automation. A bit later a system was implemented in administrations of five districts of the city. Further city committees and also administrations of the villages and settlements which are a part of the city district joined number of users of EDMS "DELO".

The Committee on Education of the city of Barnaul began implementation of EDMS "DELO" in 2009. Specialists of the general department and also responsible for office-work in structural divisions of Committee became users of a system. Now a system is actively used for document registration of all groups and the organization of control of their execution. For the period operation of EDMS "DELO" significant growth of performing discipline is mentioned. Time necessary for registration and processing of correspondence was considerably reduced. Search of relevant data on documents became more simply and quicker: in electronic filing of EDMS "DELO" there is always information about that which of contractors has a document, about an execution status, etc. at present.

In the current year in addition to 20 users working in EDMS of Committee 14 more employees will join. Part of them will get access to EDMS through a subsystem of "Delo-Web". Also within planned development of the EDMS Committee updated the version of a system to relevant, purchased a subsystem Process management (allows to project in EDMS any processing of information objects), the additional options "Scanning" (for digitization of paper documents and input of their electronic images in EDMS) and "The electronic signature and enciphering" (for signing of white papers the electronic signature). Besides, for the organization of interaction of EDMS of Committee with workflow systems of other departments the module SEI (" Server of Electronic Interaction ") is purchased.

All options and subsystems are at the moment set. For training of new users of EDMS educational groups are created. Increase in number of users and also mastering of new opportunities (scanning of documents, the electronic signature, interaction with EDMS of other organizations) will allow to use more effectively the workflow system "CASE" for needs of municipal management. In the long term the Committee considers the possibility of further increase in number of users of a system and also transition to paperless technologies at stages of preparation and approval of draft documents.

2013. Development and plans

The contractor, after completion of all necessary competitive procedures, at the beginning of 2013 updated EDMS "DELO" to version 12.0. in a number of municipal structures, the press service of the company reported on March 6, 2013.

The updated EDMS was received by central office of Administration of Barnaul, administration of Railway, Lenin, Industrial areas, city committees on road economy, improvement, transport and communication and on housing and communal services and also New silicate Territorial Department of administration of the Industrial area and Vlasikhinsky rural administration.

For March 6, 2013 in the territory of Barnaul "CASE" is used by about three tens municipal managerial structures. In all organizations a system is actively used, first of all – for document registration of all groups and the organization of control of their execution.
