"BFT-Holding" has created a single repository of electronic documents for the Ministry of Finance of Belarus

2024: Implementation of BFT.e-Archive

On January 24, 2024, the company BFT-Holding announced that as part of strategic measures to reform the management system state finance of Belarus, BFT-Holding, together IVC of the Ministry of Finance of the Republic of Belarus with, created a single storage electronic document of the financial and economic activities of participants in the budget process of the republic in. According to the Ministry of Finance of the Republic of Belarus results of the project, it was possible to switch to legally a significant protected electronic document flow in the field of public finance management and created conditions for reducing paper document flow between all participants in the budget process, interacting within the framework of the developed integrated information system of public finance management.

According to the company, during the implementation of the digital transformation of the financial settlement system of the Ministry of Finance of the Republic of Belarus (ASFR), the task was set to create an infrastructure for storing and processing electronic documents of financial and economic activities of participants in the budget process of the republic. The key component of such infrastructure was the subsystem "Unified Information Space of Electronic Documents" ED Storage "of the ASF (ED Storage Subsystem). BFT-Holding and the republican unitary enterprise "Information and Computing Center of the Ministry of Finance of the Republic of Belarus" (IVC of the Ministry of Finance of the Republic of Belarus), by order of the Ministry of Finance of the Republic of Belarus, jointly designed, developed the main functionality and launched the first stage ED storage subsystems into operation.

The project provided for not only a set of technical works on the development of the ED Storage Subsystem, but also work on the analysis and modernization of existing business processes, as well as ensuring the regulatory legal framework for using a single repository of electronic documents of financial and economic activities in the Republic of Belarus.

At the first stage, the BFT-Holding development solution delivered and deployed on the development and testing infrastructure of the IVC of the Ministry of Finance of the Republic of Belarus was chosen as the "basis" of the developed ED Storage Subsystem. Further, taking into account the methodological analysis, proposals were prepared to amend the regulatory legal acts of the Republic of Belarus, the requirements for the modernization of business processes and the corresponding requirements for the adaptation of BFT.e-Archive, as a result of which they received a "derivative" software product (ASW of the ED Storage Subsystem).

At the next stage, the "integration" of the created product into the general landscape of the modernized ASFR and other information systems began: integrations were carried out with the State Information and Analytical System for Public Procurement Management of the Republic of Belarus, with the Service for the Exchange and Storage of Legally Significant Electronic Documents of the Ministry of Finance of the Republic of Belarus (Workflow.by), as well as interaction with other components and subsystems of the ASFR.

As of January 2024, the created ED Storage Subsystem provides long-term storage of legally significant documents processed by the Ministry of Finance as part of budget planning and execution processes, makes it possible to track the history of changes in the year of storage facilities (set of electronic document files, EDS, electronic document information, processing status in the RFS subsystems), provides search by key attributes of ED and has the possibility of integration with external information systems and other subsystems of FMS, as well as the possibility of visual presentation of electronic documents. Now, to share documents with the authorities and participants in the budget process of the Republic of Belarus, it is enough to place an electronic document in the ED Storage Subsystem and initiate the transfer of a link to it to the recipient.

In accordance with the Roadmap for the Development of the Unified Information Space of Electronic Documents developed within the framework of the project, in the near and medium term, it is planned to significantly expand the functionality and users of a single repository of electronic documents of financial and economic activities of participants in the budget process of the Republic of Belarus.

The success of the project largely depended on the synergy of the specialists of BFT-Holding and the IVC of the Ministry of Finance at all stages of creating the subsystem. The specialists interacted in the preparation and coordination of key materials and project results with the Ministry of Finance of the Republic of Belarus. As a result, not only a ready-made decision and NPA projects were obtained, but also the necessary knowledge and competencies were transferred for the further development of the derivative product by the IVC of the Ministry of Finance of the Republic of Belarus. commented Natalia Zeitenidi, CEO of BFT-Holding

Cooperation with BFT-Holding allowed us to get updated functionality that will ensure the implementation of the strategy for reforming the public finance management system in Belarus.
