Russian Navigation Technologies (RNT) company announced in November, 2010 a victory in the tender which is the first stage of the large innovation project on creation of a monitoring system and control of transport SUE YaNAO Yamalavtodor, the motor transportation enterprises of the Nadym district and the cities of Salekhard, Labytnangi and Muravlenko. The system of satellite monitoring and control of Avtotreker transport and the system of global positioning of GLONASS will become a technical basis of the solution. Project implementation will begin in February-March, 2011, creation of the large regional dispatching center where all information on work of the CU of the motor transportation enterprises and also use of a monitoring system for control of transport of all localities of YaNAO will be flown down is supposed further.
RNT company developed the specialized complete solution including technical means, software and services in equipment installation, training of specialists and maintenance for this project. At the same time resources of the central office RNT and also own representative offices and her partners in the territory of the Yamalo-Nenets Autonomous Area will be involved in the project.
A main customer of the innovation project is the Administration of YaNAO, and the organizer of tender – Department on science and innovations of YaNAO. Creation of a modern monitoring system will give to the autoenterprises and the controlling structures of the region modern hi-tech tools for the complete solution of three relevant tasks: increases in safety of transportations of people and loads, economy of budgetary funds due to cost reduction for transport, obtaining reliable information about work of transport. At the same time, using the data obtained from the dispatching centers which will be unrolled in Salekhard, Nadym, Labytnangi and Muravlenko of Administration of these cities will be able objectively to estimate and control activity of the motor transportation enterprises contractors. Thus, systematic monitoring of transport based on GLONASS will allow to increase quality and availability of transport services to the population and the enterprises of the region.
Application in this project of a multifunction intelligent system of monitoring Avtotreker will give the chance in real time to control location and relocations of each CU, a status of its key nodes and units, to react automatically to the set events. At the same time, a system will allow to exclude completely the fuel and lubricants unauthorized plums, additions and inappropriate use of transport. Besides, built in in Avtotreker flexible configured development tools and optimization of routes and also report generation will provide control automation by vehicle fleet of the enterprise and conducting the management accounting connected with the organization and planning of transportations. Besides, use in personnel management of the objective data obtained from a monitoring system will give the chance to raise labor discipline, to register the speeding facts, to reduce the probability of emergency situations and also will ensure safety of transportations and rapid response to stealings and assaults. With respect thereto we will note that the monitoring system will be help for regional and city emergency services: Ministry of Emergency Situations, militia and ambulance.
Let's note that the monitoring system created within this innovation project is intended for control and management of work not only normal motor transport, but also other land moving objects: construction, utility, agricultural and other special equipment; machines of abnormal services; river and railway transport. It allows to use effectively it in housing and public utilities, in passenger traffic, at the enterprises of oil and construction and gas sector, in wholesale and retail trade. Let's emphasize that based on infrastructure of monitoring of transport many functions of solutions of the class "Safe City", for example, the operational publication on the website of City administration of reliable information about the actual movement of buses and observance of diagrams of transportations can be implemented.
"The main problems of any transport enterprise in Russia are well-known. It: "the left runs", fuel drainings, violation of the mode of operation of vehicles, additions and the low labor discipline which is crossing out the idea of exact planning. It is possible to include plunder of loads and creation of emergency and dangerous situations on the road in this row. In the amount, such factors cause a huge economic loss to the autoenterprises, create social tension, break working schedules of the organizations. Our monitoring system allows to solve in a complex all these problems that is confirmed in hundreds of projects in all regions of our country, – Nechayev Ivan, the chief executive of Russian Navigation Technologies company says. – Certainly, monitoring system implementation at the separate enterprises helps them to solve the problems, to quickly pay back costs and to gain considerable effect. But that in short terms to transfer work of all transport of the region to new level and to exclude unfair accomplishment of the municipal order – the initiative of Administration is necessary. Such approach was fully shown in the innovation project on monitoring and control of transport for the motor transportation enterprises SUE YaNAO Yamalavtodor, the Nadym district, the cities of Salekhard, Labytnangi and Muravlenko. Based on the checked products of the line Avtotreker, the newest technologies of telematics and GLONASS – we created really effective solution considering the interests of the motor transportation enterprises, city administrations and the region in general".
On December 15, 2011 the Russian Navigation Technologies (RNT) company announced end of the first stage of the large innovation project on creation of a geographically distributed system of the dispatching centers coordinating work of passenger transport of the motor transportation enterprises of the Nadym district and the cities of Salekhard, Labytnangi and Muravlenko and also SUE YaNAO Yamalavtodor. The partner of RNT – the JSC Rekod Center of Space Services (CSS) participates in the project.
Technical basis of the created solution are the system of satellite monitoring and control of Avtotreker transport and also GLONASS system and the JSC Rekod Center of Space Services (CSS). Now will unroll the dispatching center which is continuously tracing and displaying location and movement of motor transport on electronic cards. 166 buses transporting passengers in the territory of YaNAO are already connected to the dispatching center. As a result, buses began to arrive on time on stops, and deviations from routes became a rarity. Besides, an avtopredriyatiya of the region had an opportunity to better control expenses on carrying out TO, to execute more orders of the District for transportation of passengers. Further the Avtotreker system will cover all buses working in YaNAO including passenger transport of the cities Novy Urengoy, Noyabrsk, Tarko-Sal and other localities.
Important feature of the created monitoring system of transport is its integration with the Situational center providing the Governor and the Government of YaNAO with information and analytical materials for acceptance of optimal management decisions. The center traces all main directions of social and economic development of the region, provides the approved response to emergence of emergency situations in the territory of the district and the solution of many other tasks. For this TsKU "Rekod" Situational center is Basic Element, and transport monitoring system transmits the data through it.
The project began in February, 2011, after the victory of RNT in the open competition held by Department on science and innovations of YaNAO. RNT developed the specialized complete solution including technical means, software and services in equipment installation, training of specialists and maintenance for its implementation. After all planned tasks, the autoenterprises and the controlling structures of the region are carried out will receive in the order a full range of tools for economy of budgetary funds due to cost reduction for transport, collecting of reliable information about its work, for the purpose of quality improvement and availability of transport services to the population and the enterprises of the region and also to increase in safety of transportations of people and loads. With respect thereto we will note that the monitoring system will help with work to regional and city emergency services: Ministry of Emergency Situations, militia and ambulance.
